Overview

The High-Impact Maternal, Newborn and Child Health (HI-MNCH) Project, funded by the U.S. Department of State, aims to reduce preventable maternal, newborn, and child deaths in Myanmar by delivering a targeted package of proven, lifesaving MNCH interventions. The project strengthens access to quality MNCH services at both community and facility levels through on-the-job training, supportive supervision, direct beneficiary support, and focused technical assistance. HI-MNCH enhances the quality, continuity, and effectiveness of care across the antenatal, birth, postnatal, infant, and child health continuum—contributing to reduced preventable mortality and improved health outcomes for vulnerable populations.

Jhpiego Myanmar is seeking a Senior Technical Officer (STO) to provide technical and programmatic support for the HI-MNCH project. The STO will help ensure that project-supported facilities and communities deliver/receive the quality maternal, newborn, and child health services. Key responsibilities include facilitating MNCH training, supporting implementation and monitoring of MNCH and integrated activities, and ensuring timely, high-quality documentation and reporting. The STO will collaborate closely with program, technical, and operational teams to ensure effective use of resources and smooth implementation across project townships. The position is based in Yangon with travel within Myanmar and reports to the Technical Advisor.

Responsibilities

  • Provide technical and operational support to improve community access to quality MNCH services through project-supported facilities.
  • Contribute to quality improvement activities for MNCH care at supported facilities.
  • Support the development or adaptation of MNCH learning resource packages.
  • Document and share lessons learned and best practices.
  • Along with Project’s leads and Technical Advisor, participate in meetings with key stakeholders from counterparts and consortium partners, and disseminate key information, meeting minutes to internal stakeholders
  • Lead/co-facilitate MNCH-related training and provide supportive supervision to the project supported facilities
  • Coordinate with key stakeholders, including local professional organizations, for effective delivery in project townships.
  • Consider political and economic contexts when designing and implementing activities and training.
  • Contribute to annual work planning, monitor deliverables and budgets, and support preparation of donor reports and learning products.
  • Ensure all activities comply with project and donor policies.
  • Maintain strong working relationships with colleagues, counterparts, and partners to support smooth implementation of project activities.
  • Perform any other duties assigned by supervisors or based on program needs.

Required Qualifications

  • Medical related degree (Doctor or Nurse) in public health or equivalent
  • 3+ years of mid‐level experience in implementing programs focused on maternal, newborn and child health (MNCH)
  • Has strong clinical knowledge on maternal, newborn and child health
  • Demonstrated capacity to facilitate private sector engagement with private sector health service providers and innovative partnership with various providers
  • Demonstrated strong understanding of political contexts and experience with collaboration with professional associations/community‐based organizations
  • Ability to work in a complex environment and able to perform multiple tasks with short notice
  • Ability to develop productive working relationships with other agencies, stakeholders and other organizations
  • Excellent verbal, written communication and presentation skills and be computer literate
  • Ability to travel frequently for field activities as needed
