Overview

Jhpiego is an international, non-profit health organization affiliated with the Johns Hopkins University. Jhpiego develops innovations to enhance the capacity of health care workers, strengthening health systems and improve delivery of care towards improving the health and well-being. Jhpiego has been collaborating with the Government of Malawi and various partners in implementing a wide-range of interventions in maternal, newborn and child health, family planning, HIV/AIDS prevention and care and treatment, since 1999. 

 

Jhpiego, is seeking a highly qualified Global Health Security (GHS) Advisor  to  provide technical leadership and strategic guidance to strengthen national and subnational capacities for emergency preparedness, surveillance, and effective public health response. The Advisor will support the establishment and operationalization of district Public Health Emergency Operations Centers (PHEOCs), enhance real-time surveillance and data management systems, and strengthen Incident Management System (IMS) structures across priority.

 

The Global Health Security (GHS) Advisor  will be based in Lilongwe, Malawi, reporting directly to the  Project  Director.

Responsibilities

  • Provide technical leadership for strengthening emergency preparedness and response (EPR) systems at national and district levels.
  • Support development, adaptation, and operationalization of Emergency Preparedness and Response Plans (EPRPs).
  • Guide implementation of After-Action Reviews (AAR), Intra-Action Reviews (IAR), hazard assessments, risk profiling, and simulation exercises.
  • Strengthen activation and coordination of the Incident Management System (IMS) during outbreaks and public health emergencies.
  • Provide technical advisory support during real emergencies, including coordination, field investigation, response planning, and reporting.
  • Lead the establishment or upgrading of Public Health Emergency Operations Centres (PHEOCs) at national and subnational levels.
  • Support development and/or adaptation of PHEOC SOPs, guidelines, activation protocols, and reporting systems.
  • Strengthen multi-sectoral coordination platforms and PHEOC governance structures, including PHEOC Committees and Technical Working Groups.
  • Support improvement of surveillance data quality, reporting timeliness, completeness, and verification systems.
  • Provide guidance for integration of digital surveillance platforms (DHIS2, eIDSR, EBS tools, SORMAS or equivalents).
  • Work with national and district teams to strengthen outbreak detection thresholds, alert verification, and rapid notification processes.
  • Provide coaching to PHEOC staff on emergency coordination, operations, logistics, documentation, and incident action planning.
  • Facilitate integration of One Health partners (Animal health, Environment, Water & Sanitation, Disaster Management, etc.) into PHEOC operations.
  • Work closely with GHS technical staff and GoM partners to expand and support GHS activities and expand support to Government agencies
  • Strengthen capacities for data triangulation, visualization, and analytics for decision-making.
  • Support PHEOCs to design and operationalize real-time dashboards (GIS, PowerBI, DHIS2 analytics, etc.)
  • Lead development of data management SOPs, incident reporting templates, and situation reporting systems.
  • Support identification, training, and operational readiness of Rapid Response Teams.
  • Develop and strengthen RRT deployment protocols, field investigation tools, and reporting mechanisms.
  • Provide technical mentorship for field outbreak investigations, specimen collection, and response coordination.
  • Ensure strong linkages between RRTs, PHEOCs, laboratories, and community-level surveillance systems.
  • Build capacity for surveillance data analysis, epidemiological interpretation, and production of high-quality intelligence reports.
  • Represent the project in stakeholders’ meetings with donor and GoM team and other related duties as assigned.

 

 

Required Qualifications

  • A Bachelor's degree in Medicine, Public Health or related field
  • A Master’s degree or higher in Medicine, Public Health, or a related field (an added advantage)
  • 6- 8years' experience in programmatic support of international health projects
  • Strong familiarity with Malawi health system, Global health security, COVID19 and outbreaks management
  • Ability to interact with established networks of senior level international health professionals, ministry of health officials and other partners
  • Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
  • Ability to travel to districts
  • Proficiency in word processing, Microsoft Office
