Overview

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is implementing the Reaching Impact Saturation and Epidemic Control (RISE) program in Ethiopia. RISE is dedicated to saving lives and improving health outcomes by accelerating HIV epidemic control and strengthening global health security to prevent and respond to emerging disease threats. Leveraging over two decades of evidence-based practices from PEPFAR implementation, RISE addresses critical health priorities including HIV, global health security (GHS), maternal, newborn, and child health and nutrition (MNCH-N), tuberculosis (TB), malaria, data systems, and supply chain management. 

This multi-regional project spans diverse geographic areas, including pastoralist, agrarian, and semi-urban woredas. To ensure effective implementation, operational efficiency, and contextual relevance, RISE utilizes a geographic clustering model—grouping woredas into interconnected clusters for streamlined execution, localized coordination, and adaptive learning. Jhpiego is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Advisor to join the RISE project central office team. S/he supports the Central project team to ensure appropriate planning and tracking of project activities. S/he also participates in cluster level periodical activity monitoring and provides technical assistance to local implementing partners to improve gaps observed during monitoring.

 

Job Summary

The Monitoring, Evaluation, and Learning (MEL) Advisor will support to operationalize of a robust MEL system to ensure the RISE project is implemented effectively, achieves intended results, and generates actionable learning. The Advisor will lead indicators development, electronic data systems, performance analysis, and learning documentation and dissemination. Working closely with the MEL Lead, technical teams, and implementing partners, the Advisor will ensure that high-quality data is collected, cleaned, stored, analyzed, documented, and used to inform decision-making, adaptive management, and reporting.

Responsibilities

MEL System Design and Oversight

  • Support the Project MEL Lead in overseeing and advising MEL activities across RISE implementation regions in collaboration with cluster coordinators, cluster MEL staff, and local implementing partners.
  • Apply the project’s results framework, Performance Indicator Reference Sheets (PIRS), MEL strategies, and DHIS2 data to measure project performance and impact.
  • Develop and manage an electronic data collection system (e.g., Kobo Collect, ODK), including form design, deployment, user training, and data quality assurance.
  • Develop project-specific MEL tools, protocols, SOPs, and data/information management systems.

Performance Monitoring and Data Quality Assurance

  • Develop/customize Routine Data Quality assessment tool.
  • Coordinate and conduct periodic data quality assessments to ensure accuracy, consistency, and timeliness of project data.
  • Regularly review project plans and MEL milestones to monitor progress and ensure timely achievement of results.
  • Facilitate joint field monitoring visits with cluster teams and partners to assess progress, service access, functionality, and beneficiary satisfaction.

Data Analysis, Learning, Documentation, and Reporting

  • Disaggregate and analyze quantitative and qualitative data by age, gender, and region, in line with donor requirements.
  • Lead the documentation, synthesis, and dissemination of lessons learned, best practices, and success stories to support adaptive management and strategic decision-making.
  • Design and facilitate learning workshops and reflection sessions to assess progress, identify performance gaps, and recommend adjustments.
  • Lead the project learning agenda and support integration of evidence into routine planning and decision-making.
  • Communicate MEL findings effectively to internal and external audiences, including consortium partners.
  • Contribute quarterly project reports and provide regular MEL updates to the MEL Lead.

Capacity Strengthening and Technical Support

  • Provide training, coaching, and mentoring to partners, cluster teams, and field staff on MEL concepts, tools, electronic data collection platforms, data quality standards, indicator definitions, and reporting requirements.
  • Conduct technical assistance visits to project sites to strengthen MEL implementation.
  • Building capacity of project teams and local partners on data analysis, visualization, documentation, and use of evidence for adaptive project management.
  • Ensure consistent application of MEL procedures, SOPs, and data management protocols across project sites.
  • Support partners and field teams to integrate learning and evidence into routine decision-making.

Other Duties: Perform additional MEL-related tasks assigned by Project MEL Lead to support effective monitoring, evaluation, learning, and adaptive management across the project.

Required Qualifications

  • Master’s degree with at least seven (7) years of relevant experience; or
  • Bachelor’s degree with at least eight (9) years of relevant experience in Monitoring & Evaluation, Public Health, Sociology, Statistics, Demography, or related fields.
  • Strong skills in qualitative and quantitative methodologies, including mobile-based electronic data collection systems (e.g., KoboCollect, ODK).
  • Demonstrated experience in training partners, field teams, and local institutions on MEL systems, tools, electronic data collection, and data quality assurance.
  • Proficiency with data analysis software (e.g., SPSS, STATA, R, NVivo, MAXQDA).
  • Experience designing and conducting baselines, evaluations, and results-based monitoring.
  • Knowledge of Ethiopia’s health programs, including Maternal, Newborn, and Child Health (MNCH), Nutrition, and Public Health Emergencies.
  • Proven experience in Monitoring, Evaluation, Learning, and Knowledge Management.
  • Experience working with International NGOs is highly desirable.

Language: Fluency in written and spoken in English, is required. Knowledge of Amharic and local language are desirable.

 

Salary: Between 22,966 – 33,563 USD per annum.
