Overview

 High-Impact Maternal, Newborn and Child Health (HI-MNCH) project Phase 2 aims to avert preventable maternal, newborn, and child deaths by delivering a focused package of life-saving Maternal Newborn and Child Health (MNCH) interventions. The focus of the project includes supporting accessibility of MNCH services at the community and facility level, including supervision/on-the-job training to ensure quality of lifesaving care for women and children across the antenatal, birth, postnatal, infant and child health care continuum.

Jhpiego Myanmar is looking for two Monitoring, Evaluation and Learning (MEL) Officers for the High-Impact Maternal, Newborn and Child Health (HI-MNCH) project. The successful candidates will be based in Yangon but should be prepared for travel within Myanmar. The MEL Officers will be responsible for ensuring data quality, integrity and timeliness. This position will report to the Sr. MEL Officer.

Responsibilities

  • Provide timely support to the Jhpiego Myanmar office in monitoring and evaluation, including assisting to prepare proposals, work plans, reports, and mapping.
  • Conduct accurate and timely data collection, analysis and ensure timely reporting to the donor
  • Ensure accurate and reliable data entry into the DHIS-2 and analysis through Power-BI
  • Perform data quality and service quality assessments on regular basis
  • Conduct data quality assurance (DQA) assessments visits at regular intervals to consortium partners
  • Support documentation of project results, successes, challenges and lessons learned
  • Design and implement the module for conducting training on data management and analysis using various data management systems
  • Assist in developing project MEL strategies, frameworks, and plans to capture project performance and results, and in support of Jhpiego and donor MEL Systems
  • Assist in designing and implementing studies and research to augment learning opportunities from the project as relevant and as required
  • Coordinate among Jhpiego, its implementing partners and donors in terms of effective use and dissemination of project data
  • Travel as appropriate to program sites to assist in monitoring and evaluation

 

Required Qualifications

  • Degree in epidemiology, statistics, Health (Doctor, Nurse, Midwife), or data management related fields
  • A minimum of 5 years’ relevant professional experience working with international health program/ organization especially in the field of Monitoring and Evaluation activities.
  • At least two years of experience in working with health sector program level data.
  • Should have the willingness to learn the technical side of program implementation.
  • Should have a strong desire for professional growth in the field of MEL
  • Basic monitoring and evaluation principles and procedures.
  • Attention to detail and accuracy in data management, analysis, and reporting.
  • Ability to coordinate several activities simultaneously.
  • Ability to produce documents and coordinate activities of professional quality with little supervision.
  • Comfortable with working in a multicultural team.
  • Fluency in spoken and written English required.
  • Proficiency in writing and editing reports and documents.
  • Proven computer skills in Microsoft Office Suite and knowledge about DHIS-2, Kobo Collect and Power-BI would be an advantage.
  • Ability to develop productive working relationships with other agencies, stakeholders and other organizations.
  • Excellent organizational and management skills.
  • Ability to travel as needed up to 25% of the time
