Overview

Jhpiego seeks a  Program Manager to support the USG-funded MCGL and RISE projects at national level.  The project aims to assist Government of Indonesia to improve the quality of maternal and newborn service delivery and contribute to reductions in rates of maternal and newborn deaths in the provinces of Banten, East Java, East Nusa Tenggara and West Java.

  • Chief of Party (CoP), MCGL/RISE

Supervises:

  • Program Coordinator, National
  • Program Coordinator, Banten
  • Program Coordinator, East Java
  • Program Coordinator, East Nusa Tenggara
  • Program Coordinator, West Java

Responsibilities

Programmatic Responsibilities:

  • Support COP to translate the national project workplan down to province and district level activities with clear implementation guidance and monitoring systems; and ensure subnational Program Coordinators have a strong understanding of overall project
  • Coordinate with other team members at national level including Senior MNCH Technical Director, MEL Manager, and Finance and Administration Director to develop activities and corresponding budgets and ensure implementation in accordance with the approved workplan
  • Lead and assist the national and sub-national Program Coordinators to successfully implement project activities on budget and on schedule
  • Monitor activity implementation, manage project operations, and track project spending in coordination with other relevant staff
  • Ensure project operations within his/her scope are in alignment with Department of State (DoS) and Jhpiego organizational policy and procedures
  • Support COP with workplan development and modifications (if needed) and in conducting program reviews
  • Support COP in engagement with key partners at national level (e.g., MoH, development partners, professional organizations, etc.)
  • Manage work of consultants in coordination with other staff
  • Contribute to the analysis, synthesis, and reporting of project outcomes and results in donor-required as well as ad hoc reports
  • Escalate issues to COP as appropriate
  • Deliver any other task as assigned by supervisor

 

Internal Communication Responsibilities:

  • Build and maintain coordination with the relevant national and district staff to support success of the project
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
  • Provide timely updates and progress reports (including targets vs achievements) to COP
  • Coordinate development of MCGL and RISE weekly updates for submission to DoS
  • Ensure continuous performance monitoring of supervisees through Jhpiego’s JEMS system

 

Public Relations and Representation Responsibilities:

  • Develop and maintain strong working relationships with DoS, Ministry of Health, and other key stakeholders in Indonesia to maximize resources and leverage synergies around programmatic MNH issues and programs
  • Represent the project interests in public and professional circles through meetings, conferences, and presentations, as assigned by the CoP

Required Qualifications

  • Bachelor’s degree in public health, advanced degree preferred
  • Minimum 5 years’ experience working at similar level
  • Experience working in maternal, newborn, and child health and strong knowledge of the technical area
  • Experience in leading a team
  • Demonstrated ability to conceptualize and implement efficient and effective program management processes and systems
  • Demonstrated experience effectively managing project reporting processes
  • Excellent written and oral presentation skills, including report writing and dissemination
  • Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
  • Written and oral fluency in English
  • Ability to travel within Indonesia and internationally

Preferred Qualifications

  • Advanced degree preferred
