Monitoring, Evaluation & Research officer

Jhpiego is an international, non-profit health organization affiliated with the Johns Hopkins University. Jhpiego develops innovations to enhance the capacity of health care workers, strengthening health systems and improve delivery of care towards improving the health and well-being. Jhpiego has been collaborating with the Government of Malawi and various partners in implementing a wide-range of interventions in maternal, newborn and child health, family planning, HIV/AIDS prevention and care and treatment, since 1999. 

Jhpiego is seeking six (6)  experienced Monitoring, Evaluation & Research (MER) Officers. Under the guidance and technical oversight of the MER Director , the MER Officers will be responsible for implementing M&E systems and ensuring data quality in their assigned zones/districts. They will facilitate routine data collection, analysis, and reporting, while providing technical assistance, capacity building, mentoring, and supervision to Data Management Coordinators, facility statistical clerks, health providers, and MOH district/facility staff.

The Monitoring, Evaluation & Research (MER) Officers will be based in various districts across Malawi. They will report directly to the Monitoring and Evaluation Director and will supervise the Monitoring and Evaluation Assistants.

Monitoring, Evaluation

• Participate in development and roll out of an effective program monitoring and evaluation system to projects
• .Oversee the collection, entry, and quality assurance of project data, ensuring accuracy, completeness, and timeliness.
• Develop / manage databases that capture, store and manage program data to inform evidence based programming.
• Participate/initiate M&E tools review for program effectiveness
• Coordinate data collection activities at health facilities, community levels, and other project sites as needed.
• Collaborate with district health offices to facilitate the rollout of updated HMIS reporting tools and Data Quality Assurance (DQA) guidelines, thereby strengthening SI reporting through the national reporting mechanism
• Identify and document best practices, success stories, and lessons learned.

Data Quality Assurance        

• Facilitate systems for routine Data Quality Assessment (DQA) and support conducting of the same to validate the routine and periodic programme data and participate in the joint supportive supervisory visits and provide onsite coaching
• Facilitate joint quarterly MER review workshops (including data review)
• Conduct monthly data validations according to MER protocols
• Conduct Data quality checks by carrying out data cleaning to ensure all program databases are clean before being submitted to the Digital Health advisor
  

 Database management

• Serve as a technical resource on M&E for technical team to ensure collection and use of high quality data on indicators from the facilities (and communities) to improve programing and strengthen MOH and project information system.
• Facilitate periodic data reviews to track and compare accomplishments against targets; and recommend implementation adjustment as needed.
  

Capacity Building

• Collaborate with the MER Director  and program teams to plan and implement M&E capacity-building initiatives including mentorship and coaching
• Facilitate training for facility-based healthcare providers and data entry clerks on accurate data recording, reporting, and data use.
• Strengthen project team capacity to effectively apply Monitoring, Evaluation, and Learning (MEL) tools for data-driven decision-making and program management.
• Conduct supportive supervision and data quality assurance (DQA) visits across supported sites and partners to promote accurate, complete, and timely reporting.
  

 Report, Research and Publication

• Conduct Analysis for weekly, monthly & quarterly progress reports & contribute to other required technical reports for MNCH program
• Prepare and submit timely, high-quality monthly, quarterly, semi-annual, and annual program progress reports to donors and the Ministry of Health.
• Support regular planned and ad-hoc data analysis for conference abstracts. 

• Bachelor’s degree in public health, demography, biostatistics or other health-related discipline, , social sciences or related field and at least five years of relevant experience in monitoring and evaluation with proven success.
• Proficiency in use of computer packages such as MS Word, Access, Excel, Power Point and Outlook; SPSS/STATA/ EPI info.
• Familiarity with DHIS2 application and M&E experience in MNCH programming is an added advantage
• Good knowledge of statistics and epidemiology with ability to design and conduct quantitative and qualitative studies
• Strong verbal and written communication skills; ability to lead and work effectively with interdisciplinary team with minimal supervision
• Experience in training and facilitation on M&E systems development, maintenance and improvement
• Demonstrated ability to build and maintain effective working relationships with district and health facility level staff, training institutions and trainers
• Excellent time management and organizational skills
• Self-driven requiring minimal supervision; and close attention to detail
• Innovative, assertive and positive attitude towards work and the team
• Proficiency in managing field data collection work, including familiarity with IT enabled tools (cell phones, tablets and PDAs)
• Sensitivity to working with multi-cultural groups, especially in rural areas
• Experience working with local/international NGOs, and knowledge of the local context is essential; familiarity with USAID, CDC, PEPFAR programs is preferred
• Good interpersonal and communication skills in English and Chichewa
• Willingness to travel extensively to program locations (Approximately 60% of time)
