Overview

Summary Scope of Work:

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is implementing the Reaching Impact Saturation and Epidemic Control (RISE) program in Ethiopia. RISE is dedicated to saving lives and improving health outcomes by accelerating HIV epidemic control and strengthening global health security to prevent and respond to emerging disease threats. Leveraging over two decades of evidence-based practices from PEPFAR implementation, RISE addresses critical health priorities including HIV, global health security (GHS), maternal, newborn, and child health and nutrition (MNCH-N), tuberculosis (TB), malaria, data systems, and supply chain management.

This multi-regional project spans diverse geographic areas, including pastoralist, agrarian, and semi-urban woredas. To ensure effective implementation, operational efficiency, and contextual relevance, RISE utilizes a geographic clustering model—grouping woredas into interconnected clusters for streamlined execution, localized coordination, and adaptive learning. Jhpiego is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Advisor to join the RISE project team, one of the below seven project Cluster implementation areas. S/he supports the Cluster team to ensure appropriate planning and tracking of project activities. S/he also participates in local implementing partners periodical activity monitoring and provides technical assistance to local implementing partners to improve gaps observed during monitoring.

 

Job Summary:

The Monitoring, Evaluation, & Learning (MEL) Advisor will be a mid-level member of the project team and will closely work with the Local Implementing Partners (LIPs) and other consortium members to support the development, implementation, management, and conduct of monitoring, evaluation, and learning activities specific to RISE Project. The MEL Advisor will provide technical support for the implementation of MEL activities in the clusters such as development /adoption of data collection tools for MNCH-N interventions, recording, analysis and reporting of MNCH-N intervention, Data Quality Assurance (DQAs) activities and participation in Household mapping and other assessments in the project cluster areas. The MEL Advisor is also responsible to provide MEL technical assistance to government health sector partners in the region assigned (mainly RHB, and woreda health offices) and serve as focal person to facilitate MEL task coordination among key partners. S/he will participate in a project management support to coordinate activities with the project team, local implementing partners, the government, community organizations. The MEL Advisor should have demonstrated management and teamwork skills and will leverage previous experience and work with diverse teams. S/he technically has dotted line relationship with the MEL lead based in Addis and directly reports to the cluster coordinator.

Responsibilities

  • Understand the data that should be reported to central level from the cluster s/he is assigned.
  • Develop /Adopt the data collection tools, registers for the RISE MNHC-N Project
  • Make sure all the data collection and reporting tools are readily available and shared with the implementing partners on time.
  • Collect data from LIPs and woreda health offices, health facilities, encode into the database and share with his/her supervisors.
  • Conduct supportive supervision and monitor LIP implementation, document best practices.
  • Provide onsite mentoring and coaching support to LIP and woreda health offices on the use of the tools developed to track project progress, data utilizations and on time reporting.
  • Provide training and technical assistance/ mentoring for LIP, Woreda health offices on utilization of MNCH-N related data and database.
  • Closely work and coordinate with regional and woreda health offices on harmonizing the project database with the HMIS system/mainly DHIS.
  • Review and ensure the quality of data collected from field (in the area where s/he is assigned).
  • Maintain the database/s developed to track project activities and indicators.
  • Facilitate periodic review meetings at the cluster level.
  • Closely work and collaborate with the project on the overall MEL implementation (planning, coaching, monitoring and evaluation and reporting of the project)
  • Provide technically support LIP on best practice and lesson learnt documentation.
  • Participate in assessments and any other process evaluation.
  • Produce monthly, quarterly and ad hoc reports for the cluster in close collaboration with the cluster coordinator and other staff.
  • Practice and adherence to policies that ensure the security and confidentiality of
    sensitive data, including adherence to Jhpiego, sponsor/client, relevant national and international standards and Open Data guidance.
  • Works closely with the MEL lead to provide guidance and support to LIP and partners as needed.
  • Any other duties and assigned by supervisor.

Required Qualifications

  • MSc/ bachelor’s degree required in one of the following or related fields: Monitoring and Evaluation, Public health, Sociology, Statistics.
  • At least 6 years’ experience in monitoring and evaluation in health (MNCH-Nutrition) programs
  • Prior work experience in an international non-governmental organization (INGO), preferred.

Travel Requirements: 15% - 25%

  • Proficiency with database management software and on-line search tools required.
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write, and speak fluent English.
  • Excellent organizational and analytical skills.
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Ability to analyse and interpret data, identify errors, and prepare reports.
  • Ability to solve problems and implement corrective action as needed.

Language:

  • Fluency in written and spoken in English, is required. Knowledge of Amharic and local area language are desirable.

Salary: Between 16,193 – 26,181 USD per annum.
