Technical Director

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.   

 Jhpiego seeks a Technical Director for a new MCGL project in Mozambique focused on improving nutrition best practices as part of comprehensive health and nutrition services for healthy newborns and for hospitalized small and sick newborns.

 This position will provide technical oversight of project activities under the leadership of the MCGL Mozambique Chief of Party and  MCGL’s senior management team, ensuring technical and methodological soundness of all project activities.  In collaboration with project teams and local partners, the position will support the design and implementation of service delivery strategies based on scientific evidence and best practices.

• Provide technical oversight, strategic direction and definition of appropriate project activities.
• Provide technical leadership to the development and timely implementation of the project strategic plan, work plan, and monitoring plan, in close collaboration with USG, Government of Mozambique, partner organizations, and other relevant stakeholders.
• Establish and implement a system to ensure a robust approach to technical interventions in project activities.
• Develop and/or update evidence-based training and mentorship materials, standards, job aids, supervision and other tools needed for implementation of the Project in line with the priorities of the U.S. Government/Department of State (USG/DOS) and the Government of
• Provide mentoring and capacity building for newborn providers and partners in specific areas of expertise including but not limited to breastmilk feeding of small and sick newborns in neonatal intensive care in the context of maternal and neonatal nutrition.
• Support implementation of national guidelines and protocols on newborn nutrition, including the ten steps to successful breastfeeding, Baby Friendly Hospital Initiative (BFHI) standards, Kangaroo Mother Care and breastmilk feeding and other essential nutrition interventions for small and sick newborns
• Provide technical support to the Human Milk Bank, to ensure quality assurance, staff training, and collaboration with clinical and nutrition teams to promote breastmilk feeding and newborn survival.
• Work with the Ministry of Health and partners to establish human milk banks in selected sites with  nutrition services for healthy newborns and for hospitalized small and sick newborns.
• Actively participate in relevant national technical working groups, professional forums and multi-sectoral stakeholder groups representing MCGL
• Collaborate with all local stakeholders and implementing partners, especially the Government of Mozambique (MOZ) and other U.S. and international implementing partners, to ensure that all activities conform to the requirements and regulations of the U.S. Government and the Government of Mozambique
• Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
• Document and maintain an inventory of successful tools and approaches for delivery of newborn nutrition best practices
• Supervise technical and program staff and manage performance and provide timely feedback

• Medical degree (MD or equivalent) with specialization in Pediatrics and sub-specialization in Neonatology, nutrition science, or related field
• Minimum of 5 years’ experience supporting integrated newborn health and nutrition services preferably in primary care and hospital settings.
• Experience supporting implementation of the ten steps to successful breastfeeding and BFHI standards
• Proven experience in capacity building and clinical mentorship for newborn health and nutrition professionals.
• Strong understanding of nutrition needs, services and family support for delivery of nutrition best practices for healthy newborns and for hospitalized small and sick newborns
• Excellent communication and teamwork skills.
• Experience working with the Government of Mozambique , demonstrating a strong understanding of structure, priorities, and policies  
• Proven track record managing a project team and fostering teamwork
• Expertise in implementation/and or operational research to practice—identifying and adapting best practices to specific project contexts
• Excellent verbal, written interpersonal and presentation skills in Portuguese and English
• Proficiency in Microsoft Office

• Experience establishing and/or supporting a Human Milk Bank and ensuring compliance with quality assurance standards
• Familiarity with the U.S. Government’s administrative, management and reporting procedures and systems
