Cluster MNCHN Technical Lead

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is implementing the Reaching Impact Saturation and Epidemic Control (RISE) program in Ethiopia. RISE is dedicated to saving lives and improving health outcomes by accelerating HIV epidemic control and strengthening global health security to prevent and respond to emerging disease threats. Leveraging over two decades of evidence-based practices from PEPFAR implementation, RISE addresses critical health priorities including HIV, global health security (GHS), maternal, newborn, and child health and nutrition (MNCH-N), tuberculosis (TB), malaria, data systems, and supply chain management.

This multi-regional project spans diverse geographic areas, including pastoralist, agrarian, and semi-urban woredas. To ensure effective implementation, operational efficiency, and contextual relevance, RISE utilizes a geographic clustering model—grouping woredas into interconnected clusters for streamlined execution, localized coordination, and adaptive learning. Jhpiego is seeking a highly qualified MNCH-N Technical Lead  to join the RISE project team in Axum Cluster Office based in Axum Town Coordinating & Leading Project Activities in five Woredas of Central Tigray (Aheferom, KolaTemben, Enticho Town, Keyhe Tekli, Tanqua Melash), Tigray Region The MNCH-N Technical Lead will be responsible for the technical coordination and oversight of Maternal, Newborn, and Child Health and Nutrition interventions across the RISE Ethiopia project implementation woredas under the cluster, ensuring integrated and high-quality service delivery. This role will also be responsible for the technical guidance and supervision of Woreda Project Staffs under the cluster office where the project is implemented. The MNCH-N technical lead will work in close with CO, cluster office, Woreda Project staffs, Government counter parts and relevant stakeholders to ensure seamless and integrated MNCH-Nutrition, IPC, and PHEM activity implementation. 

Job Summary

The MNCH-N Technical Lead will lead the implementation of the RISE project within the assigned cluster, focusing on improving MNCHN outcomes, IPC, and PHEM. This role involves strategic coordination with regional health bureaus, local implementing partners (LiPs), and strategic partners such as the Ethiopian Midwife Association (EMwA). The Technical Lead will be responsible for the technical coordination and oversight of Maternal, Newborn, and Child Health and Nutrition interventions across the RISE Ethiopia project, ensuring integrated and high-quality service delivery.

• Coordinate the implementation of high-impact MNCH-N interventions across all stages of the continuum of care, from preconception through early childhood. 
• Provide technical oversight and direct supervision to Woreda Project Staffs, and technical guidance to MNCH -N Officers based in the woredas, ensuring consistent implementation of project strategies. 
• Work in close collaboration with the CO Advisors to ensure integrated planning, implementation, and monitoring of all MNCH-Nutrition activities. 
• Provide technical guidance and support for activities related to ANC, skilled delivery, emergency obstetric and newborn care, PNC, integrated child illness management (IMNCI/iCCM), and nutrition services. 
• Ensure the promotion of respectful maternity care and family-centered developmental care. 
• Provide and facilitate on-the-job training, simulation, and mentorship for HCPs on MNCH protocols and quality improvement initiatives. 
• Support the strengthening of referral linkages and feedback loops between community, primary, and referral health facilities. 
• Collaborate with MEL and data teams to ensure effective use of MNCH-N data for program monitoring, review, and adaptation. 

• Advanced degree (MPH, MD, or equivalent) in Public Health, Medicine, Nursing, or a related field. 
• Minimum of 6 years of progressively responsible experience in designing, implementing, and coordinating MNCH-N programs, preferably in Ethiopia or similar low-resource settings. 
• Demonstrated experience in providing technical assistance and on-the-job training to healthcare providers on MNCH-N related topics. 
• Proven experience in supervising or managing technical staff, particularly in a decentralized program structure. 
• Experience working with government health structures, health facilities, and local partners. 

Preferred Qualifications

• Deep technical knowledge of evidence-based MNCH-N interventions across the continuum of care (including antenatal care, skilled delivery, postnatal care, emergency obstetric and newborn care, child health, and integrated child illness management). 
• Proficiency in developing and delivering training and mentorship programs for health care workers. 
• Strong understanding of data utilization for program monitoring, quality improvement, and informed decision-making in MNCH-N. 
• Knowledge of strengthening referral systems within health facilities and between facilities and communities. 
• Strong analytical and problem-solving skills, with attention to detail. 
• Excellent interpersonal and communication skills, with the ability to work effectively with diverse teams and stakeholders. 
• Demonstrated ability to manage multiple tasks, prioritize, and meet deadlines in a fast-paced environment. 
• Ability to work independently and as part of a collaborative team, with strong leadership capabilities for guiding regional teams. 
• Commitment to promoting respectful maternity care and family-centered approaches in healthcare delivery. 

Language: Fluency in written and spoken English is required. Knowledge of Amharic and local area language are desirable.

Salary: Between 16,193 – 26,181 USD per annum.
