Overview

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is implementing the Reaching Impact Saturation and Epidemic Control (RISE) program in Ethiopia. RISE is dedicated to saving lives and improving health outcomes by accelerating HIV epidemic control and strengthening global health security to prevent and respond to emerging disease threats. Leveraging over two decades of evidence-based practices from PEPFAR implementation, RISE addresses critical health priorities including HIV, global health security (GHS), maternal, newborn, and child health and nutrition (MNCH-N), tuberculosis (TB), malaria, data systems, and supply chain management.

This multi-regional project spans diverse geographic areas, including pastoralist, agrarian, and semi-urban woredas. To ensure effective implementation, operational efficiency, and contextual relevance, RISE utilizes a geographic clustering model—grouping woredas into interconnected clusters for streamlined execution, localized coordination, and adaptive learning. Jhpiego is seeking a highly qualified Cluster Coordinator and MNCHN Advisor to join the RISE project team in Cluster Office Coordinating & Leading Project Activities. The Cluster Coordinator and MNCHN Advisor will provide strategic and operational leadership to the cluster offices leading day-to-day implementation of the project. This requires establishing and maintaining robust working relations with the regional and the woreda offices and conducting regular field visits to support implementation and ensure quality.

Job Summary

The Cluster Coordinator and MNCHN Advisor will lead the implementation of the RISE project within the assigned cluster, focusing on improving MNCHN outcomes, IPC, and PHEM. This role involves strategic coordination with regional health bureaus, local implementing partners (LiPs), and strategic partners such as the Ethiopian Midwife Association (EMwA). The coordinator will manage cluster office operations, supervise key staff, and ensure timely support to woreda-level field teams. S/he will monitor emergencies, ensure staff safety, and drive high performance through effective planning, budgeting, and adaptive strategies.

Responsibilities

Strategic Leadership and Coordination

  • Lead cluster-level implementation of the RISE project, ensuring alignment with national and regional priorities in MNCHN, IPC, and PHEM.
  • Represent the project in regional coordination platforms and maintain strong relationships with regional health bureaus and other stakeholders.
  • Ensure synergy and complementarity between Jhpiego staff and strategic partner staff (e.g., EMwA), fostering a collaborative and respectful working environment.

Partner Engagement and Relationship Management

  • Strategically engage with Local Implementing Partners (LiPs) and EMwA staff working under the cluster, ensuring clarity of roles, non-duplication, and effective collaboration.
  • Develop and implement a cluster-level communication and engagement strategy to guide interactions with partners and field teams.
  • Facilitate joint planning and review meetings with partners to ensure harmonized implementation and shared accountability.

Supervision and Team Management

  • Supervise cluster office staff including the cluster Technical Coordinator, MEL Expert, and Cluster Implementation Support Officer.
  • Provide leadership and guidance to woreda-level officers recruited through LiPs, ensuring they receive timely support and resources.
  • Promote a high-performing team culture through coaching, performance management, and professional development.

Operational Oversight

  • Manage cluster office operations including vehicles, internet, and logistics to ensure smooth functioning.
  • Ensure compliance with Jhpiego, donor, and government policies, SOPs, and operational standards.
  • Monitor staff safety and security, and implement adaptive strategies to mitigate risks and ensure continuity of operations.

Planning, Budgeting, and Performance Monitoring

  • Lead the development of a Detailed Implementation Plan (DIP) with clear objectives, timelines, and budget allocations.
  • Monitor Plan vs Achievement and Budget vs Actual (BVA) performance regularly, ensuring high budget utilization and impact delivery.
  • Identify performance gaps and implement corrective actions in collaboration with the country office and partners.

Field Support and Implementation

  • Ensure timely and strategic support to woreda-level field teams, including provision of tools, materials, and systems.
  • Organize and lead field visits to provide integrated technical and operational support to woreda teams.
  • Facilitate strong relationships between woreda project officers and local government bureaus to enhance collaboration and ownership.

Emergency Monitoring and Adaptive Response

  • Monitor public health emergencies across targeted woredas and coordinate timely responses to protect development gains.
  • Ensure cluster-level readiness and adaptive planning to respond to emerging health threats and humanitarian needs.

Monitoring, Evaluation, and Learning

  • Oversee implementation of a streamlined monitoring system to track progress, identify gaps, and take corrective actions.
  • Ensure timely reporting of cluster-level deliverables to the country office as per project requirements.
  • Support documentation and dissemination of best practices and lessons learned from cluster implementation.

Collaboration with Country Office

  • Work closely with the Cluster Implementation Advisor and other country office teams to ensure coordinated support and oversight.
  • Participate in joint planning, review meetings, and strategic discussions with country office technical and operations teams.
  • Communicate red flags and implementation challenges to the country office for timely resolution.

Required Qualifications

  • Master’s in public health or related field with background in medicine, public health, nursing etc
  • Seven (7+) years’ experience in management and supervisory role under a national and multiregional program/project.
  • Program management experience in areas of Maternal, Neonatal and Child Health and Proven experience in planning, budgeting, and performance monitoring
  • Nutrition, PHEM and IPC (infection prevention and control)
  • Strong supervisory and coordination skills are mandatory.
  • Ability to travel up to 50%.

Technical Skills and Core Competencies

  • Familiarity with MNCH-N service delivery and the health context in pastoral geographies.
  • Excellent communication and presentation skills (oral, written, and reading proficiency in English).
  • Strong collaboration and representational experience with regional health bureaus and stakeholders.
  • Demonstrated capacity-building skills, including coaching, mentoring, and technical staff development.
  • Strong analytical and computer skills (Word, Excel, PowerPoint, web research).
  • Outstanding ability to interact, lead, and mentor diverse teams, while effectively multi-tasking to meet concurrent deadlines.

Salary: Between 22,966 – 33,563 USD per annum.
