Overview

Jhpiego is recruiting for a Chief of Party (COP) for a Maternal, Newborn and Child Health project that will provide lifesaving saving integrated services to ensure safe childbirth for mothers and babies and provision of high-quality care. This role offers a unique opportunity to shape impactful health interventions and contribute to sustainable improvements in maternal and child health across the country.

The Chief of Party will provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity for project activities.

 

The COP will have the overall responsibility for leadership and management and reporting of project activities. S/he will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and program quality and integrity. S/he will serve as the project’s main point of contact with the US Department of State (DOS), on routine and strategic matters. S/he will also ensure effective organizational management and communication with the government of the host country at all levels, and international partners and agencies. 

Responsibilities

  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets
  • Continually reinforce and reaffirm the aims of this U.S. Government/Department of State (DOS) to succeed in implementing the project’s goals and activities
  • Ensure that program is technically sound, evidence-based and responsive to the needs of the host country, its people and donors
  • Develop and maintain strong working relationships with DOS, the MOH, local governance structures as well as other donor agencies, implementing partners, private sector partners and other key stakeholders in country to maximize resources and avoid duplication of effort.
  • Co-create working agreements with the Ministry of Health, and local partners to outline terms of mutual accountability in delivering results and hold all parties accountable.
  • Ensure compliance with the terms of the award and organizational compliance and adherence to policies and guidelines
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations.
  • Provide technical and managerial leadership and ensure the quality and sustainability of interventions.
  • Responsible for the overall management of the project budget and ensure the project delivers on time, on scope and on budget
  • Collaborate with project team to build capacity in maternal and newborn health, monitoring, evaluation and reporting, and quality improvement.
  • Champion learning and adaptive management efforts across implementing partners.
  • Lead work planning processes with the project team, and in close collaboration with USG/DOS, MoH, and health directorate offices, key stakeholders, partners, and ensure effective resource planning and utilization
  • Oversee the preparation and timely submission of quality project reports to donors and government entities.
  • Ensure a culture of creative problem solving and innovation.
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Provide guidance and capacity development, in collaboration with staff, to subcontractors and sub-grantees
  • Ensure strong and effective communication and documentation; write and/or review project materials and publications.
  • Assure effective, proper and efficient use of project funds to deliver results.
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks, effectively track data/results and apply learning across the project
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation

Required Qualifications

  • Advanced degree in public health, health administration, international health, or a related field; clinical degree preferred
  • 10+ years' experience successfully managing large, complex health sector development projects
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out.
  • Prior experience and expertise in maternal and newborn country programs
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with DOS, host-country counterparts, and representatives from other key stakeholders such as financial and technical partners to the MOH, NGOs, Professional Associations, CSOs, and the private sector.
  • Previous experience with US government funded programs, and understanding of USG regulations, compliance, and reporting requirements
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills.
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in French and English.
  • Demonstrated ability to coach, mentor and develop technical and management capacity of teams to deliver results.
  • Demonstrated analytical and data driven decision-making skills.
  • Proficiency in Microsoft Office,
  • Ability to travel nationally and internationally 40%
