Diseases (NCDs) such as hypertension and diabetes. As part of our efforts to enhance comprehensive primary
care services, we are seeking a qualified and experienced individual to serve as the Program Officer for the state of
Madhya Pradesh. The primary objective of this position is to provide techno-managerial support in the design,
implementation and monitoring of cardiovascular health interventions, focused on improving control of
hypertension and diabetes at the primary health care level in selected geographies in the state. The Program
Officer will work closely with the Senior Program Officer and the district Nodal NCD Officer of assigned districts
to implement strategies for improving screening, diagnosis, treatment, and follow-up care for individuals with
hypertension and diabetes at the primary health care level.

Location: Bhopal / Indore

Responsibilities

Lead the implementation of the assigned program in assigned districts of Madhya Pradesh, focusing on
improved uptake of non-communicable diseases services particularly Hypertension and Diabetes through Ayushman Arogya Mandirs (AAMs)
• Conduct landscaping and situational assessment of hypertension and diabetes service delivery at primary healthcare level across implementation geographies.
• Coordination with Government/NHM officials and Health Department staff for smooth project management and respond in a timely manner to requests for meetings and reports.
• Collaborate with the district officials to develop and implement state-specific strategies for strengthening hypertension and diabetes management and control at primary health level.
• Provide technical assistance and strengthen the capacity of the state and selected districts for planning, training, supervision and monitoring of hypertension and diabetes service delivery.
• Work with state and district officials for developing and implementing state program implementation plans (PIP) towards ensuring adequate financial resources under NP-NCD and CPHC program.
• Provide technical and programmatic guidance to Program Officers to drive the expected results at district
level.
• Work with program team to develop, implement, monitor and report on project activities including workplans,
activities, M&E framework and reports. Support documentation of project results, successes,
challenges and lessons learned.
• Manage and support implementation of the annual program work plan by assisting in designing, tracking and providing support to the implementation and monitoring of program activities.

Coordinate and collaborate with government officials and other stakeholders for planning and
implementation of project related activities in the intervention districts.
• Develop and produce documents like situation analysis reports, assessment reports, gap analysis plans, procurement plans etc. as per the program need and local context.
• Undertake process documentation of lessons learnt during the program implementation and best practices emerging at the district level.
• Work closely with the supervisor on setting program priorities, directions, and responding to requests for technical support from state health officials.
• Represent Jhpiego at district meetings involving government and other development partners.
• Support in identification of key primary healthcare challenges in assigned district and co-designing innovative solutions for addressing those challenges.
• Support the roll out of demonstration models/ learning labs for strengthening Hypertension and Diabetes in HWC platform.
• Perform other activities, as assigned by the supervisor to achieve the project and organizational goals.
• Liaison with district NCD team on daily basis .
• Assessment of public health facilities to understand readiness and identify gaps in service delivery for
Hypertension / Diabetes and define potential interventions to strengthen delivery of care / services.
• Strengthening supply-chain of essential commodities including glucometer, glucose monitoring strips,
insulin, and other drugs and commodities as required.
• Travel extensively within the district to visit public health facilities or program sites to assess and monitor
progress, extend support in addressing limitations / challenges to program implementation, identify key
risks and mitigation mechanisms, and identify interventions to strengthen delivery of care for Hypertension
/ Diabetes.
• Support program reporting requirements through facilitating periodic reporting on status, progress across
key indicators, and program deliverables.

Required Qualifications

Qualification & Experience
• MBBS / Other Allied Health Sciences / Nursing / Other development sciences with MPH
• At least 3 years of experience of working with government programs and systems for large scale public
health programs especially health systems strengthening interventions
• Technical knowledge and experience in health programs in the high focus states of India
• Knowledge of latest GoI NP-NCD and CPHC program guidelines, program management
structures, Program Implementation plan (PIP) process.
• Familiarity with the Indian health system, key stakeholders, and relevant government
policies/strategies—particularly Ayushman Bharat and National Health Mission
• Demonstrable experience and competency in managing diverse objectives with government and multiple
stakeholders.
Skills & Competencies
• Strong written and oral communication skills in English and Hindi.
• Direct experience of independently liaising with government health functionaries, state level
administrators and other development partners.
• Proficiency in writing technical and programmatic documents such as assessment reports, training materials,
program reports etc.
• Technically proficient with up-to-date knowledge and skills required for the assigned task.
• Ability to handle a variety of assignments under pressure of deadlines.
• Microsoft Office computer skills, proficiency in Word, Excel, PowerPoint and Outlook
• Ability to travel up to 50% of his/her time
