Overview

The Human Resources Officer is responsible for implementing HR policies, procedures, and systems to support the effective management of personnel in Jhpiego Cameroon. This includes recruitment, onboarding, performance management, employee relations, compliance, and staff development. The HR Officer ensures alignment with local labor laws and Jhpiego’s global HR standards, fostering a positive and productive work environment.

Responsibilities

Recruitment & Onboarding

  • Partner with hiring managers, and Country Program Manager, regional Recruiter or and RHRBP to evaluate needs and determine specific position responsibilities and requirements to ensure accurate candidate sourcing
  • Draft job descriptions and advertisement via ICIMS
  • Administer appropriate tests and coordinate next level of interviews
  • Organize, lead and document post-interview debrief/feedback with interview teams and candidates
  • Perform detailed reference checking and/or reference analyses on selected candidates and review results with hiring managers
  • Ensure recruiting and hiring practices are in compliance with government regulations and organizational policies

Employee Relations

  • Coordinate on-boarding to support the learning process of new employees
  • Conduct follow-up with new staff to ensure adaptation and identify problem areas
  • Work closely with supervisors to address issues affecting new staff
  • Develop and maintain a healthy employee relations environment, providing staff with a venue to discuss their work-related problems and concerns.
  • Advise and assist staff with disciplinary and grievance issues
  • Mediate in staff conflict situations.

Performance Management

  • Support performance appraisal processes and staff development initiatives

Compensation and Benefits Responsibilities

  • Assist in maintaining and updating salary scales
  • Help benchmark salaries against market data to ensure competitiveness
  • Support the review of job descriptions
  • Help in assigning appropriate grades based on internal equity and external competitiveness
  • Provide input on salary offers for new hires
  • Ensure offers are aligned with internal salary structures
  • Ensure compensation practices comply with local labor laws and organizational policies
  • Administer employee benefits (e.g., health insurance, retirement plans)
  • Respond to staff queries regarding benefits and compensation

Payroll Administration

  • Payroll Data Management
  • Collect and verify monthly timesheets, leave records, and other payroll inputs
  • Ensure accurate and timely submission of payroll data to Finance
  • support payroll processing in collaboration with the Finance team
  • Coordinate with Finance to ensure salaries are processed in accordance with internal policies and local labor laws
  • Review payroll reports for accuracy before final approval
  •  Ensure statutory deductions (e.g., CNPS, taxes) are correctly applied
  • Liaise with Finance and external providers for benefits administration
  • Maintain strict confidentiality of payroll information
  • Ensure payroll practices comply with donor regulations and labor laws

HR Compliance

  • Ensure HR practices comply with local labor laws and donor requirements

HR Administration

  • Ensure that employee files are complete, and all required documentation is maintained in a confidential and secure manner
  • Ensure that HQ receives new employee documentation in a timely fashion
  • Maintain recruitment and attrition statistics for staff

Staff Welfare & Engagement

  • Coordinate staff wellness programs, team-building activities, and feedback mechanisms

Reporting & Communication

  • Prepare HR reports and communicate HR updates to management and staff
