Technical Director

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.   

With US Government’s investment, MCGL will continue its support to the Government of Nepal in averting life-threatening events to mothers and all newborns, especially Small and Sick New Borns (SSNBs), through strengthening Maternal and Perinatal Death Surveillance and Response (MPDSR) systems and comprehensive services for SSNBs.

Jhpiego seeks a Technical Director for its MCGL project to provide technical leadership and project oversight to ensure the strategic, programmatic, technical and financial integrity for a U.S. Government funded maternal, child, and newborn health project in Nepal. This position will operate under the leadership of the Project Director and with MCGL’s senior management team and will oversee and ensure the technical and methodological soundness of all project activities. In collaboration with project teams and local partners, the position will support the design and implementation of service delivery strategies based on scientific evidence and best practices.

Provide leadership and strategic direction to ensure programmatic and technical integrity to achieve project goals, objectives and targets.

Program leadership and technical excellence

• Provide technical oversight, strategic direction and definition of MCGL project activities
• Establish and implement a system to ensure a robust approach to technical interventions in project activities
• Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of the U.S. Government/Department of State (USG/DOS) and the Government of Nepal
• Provide mentoring and capacity building at the individual and to sub-partners in specific areas of expertise including but not limited to strengthening MPDSR and SSNBs quality of care
• Provide technical assistance to strengthen referral systems and solicit input from key stakeholders on innovative solutions to address referral challenges.
• Provide technical oversight to sub-partners to ensure they can deliver on project scope, as required.
• Actively participate in relevant national technical advisory/working groups and professional forums representing MCGL
• Collaborate with all local stakeholders and implementing partners, especially the Government of Nepal and other U.S. and international implementing partners, to ensure that all activities conform to the requirements and regulations
• Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
• Document and maintain an inventory of successful tools and approaches for supply of services
• Work with M&E staff to design, implement a plan to track data/results to inform adjustments in project implementation
• Coordinate advocacy, demand generation, and policy support, across project sites as required
• Work closely with the Project Director on setting project priorities and direction, and responding to requests for support from federal, provincial and local government and counterparts
• Support Project Director to oversee workplan development, and ensure quality deliverables are submitted to the donor

 Management and compliance

• Supervise maternal and newborn technical leads and program staff, and manage performance and provide timely feedback
• Maintain excellent relationships with the USG and in-country stakeholders and develop rapid responses
• Take concrete steps to create or promote a safe, respectful and harassment-free work environment
• Promote and support staff understanding of and compliance with Jhpiego, JHU, and donors' operational policies and regulations, and local laws.
• Provide technical leadership to the development of the project strategic plan, work plan, and project monitoring, in close collaboration with USG, GON, and partner organizations, and stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award 

Additional responsibilities

• Ensure MCGL branding guidelines are correctly used by the program
• Represent MCGL at the national and provincial level, as and when required
• Update MCGL, Jhpiego, government counterparts, and related stakeholders about the project progress, challenges, and sustainability approaches of the key achievements
• Perform or assume other MCGL/Jhpiego activities as required and as assigned by the Project Director to ensure the smooth functioning to achieve the organizational goals

• Advanced degree in medicine, with an additional degree in public health or a related field 
• Minimum 9 -10 years of experience in mid-to-senior management with large, multi-partner, multi-sub-grantee, multi-year international health sector development projects that have implemented successful activities in maternal and child health, or similar areas
• Skilled in at least two or more of the following technical areas: maternal, child, and newborn health, nutrition, and immunization, with complementary skills in health system strengthening, strengthening service delivery, quality assurance/quality improvement, and community health programs
• Experience working with subgrantees, local and international and knowledge of capacity development approaches to support frontline health service provision.
• Exposure to International MNH work is an added advantage.
• Experience working with the Government of Nepal, demonstrating a strong understanding of structure, priorities, and policies  
• Familiarity with the U.S. Government’s administrative, management and reporting procedures and systems
• Proven track record managing a project team composed of several technical experts and fostering teamwork
• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USG, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
• Expertise in research to practice—identifying and adapting best practices to specific project contexts
• Excellent verbal, written interpersonal and presentation skills in English
• Proficiency in Microsoft Office
• Ability to travel nationally to project sites
