Overview

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is implementing the Reaching Impact Saturation and Epidemic Control (RISE) program in Ethiopia. RISE is dedicated to saving lives and improving health outcomes by accelerating HIV epidemic control and strengthening global health security to prevent and respond to emerging disease threats. Leveraging over two decades of evidence-based practices from PEPFAR implementation, RISE addresses critical health priorities including HIV, global health security (GHS), maternal, newborn, and child health and nutrition (MNCH-N), tuberculosis (TB), malaria, data systems, and supply chain management.

This multi-regional project spans diverse geographic areas, including pastoralist, agrarian, and semi-urban woredas. To ensure effective implementation, operational efficiency, and contextual relevance, RISE utilizes a geographic clustering model—grouping woredas into interconnected clusters for streamlined execution, localized coordination, and adaptive learning. Jhpiego is seeking a highly qualified Cluster Implementation Advisor to join the RISE project team. The Cluster Implementation Advisor will provide strategic and operational leadership to cluster offices leading day-to-day communication and coordination across cluster teams. This also requires establishing and maintaining robust monitoring and tracking systems and conducting regular field visits to support implementation and ensure quality.

Responsibilities

Ensuring context informed planning and budgeting

  • Participate in cluster and field team planning and ensure operationalization of the master work plan into annual detailed cluster work plan with details of objectives, tasks, targets and budget.
  • Coordinates the country office and the cluster office teams to ensure timely development of detail implementation plan in alignment with the approved project AWPs.
  • Ensure inputs are gathered from the field team during bottom up annual planning processes.
  • Ensure planned activities are aligned to specific needs and contexts of clusters and woredas.
  • Ensure budget assumptions are in line with the local policies and operational realities of clusters
  • Make sure each cluster has a clear strategy and plan to provide on-site integrated support to the field/woreda teams through efficient use of vehicles.

Establishing high-performing cluster teams 

  • Ensure staff safety and security standards are met in all clusters at all times
  • Provides oversight to ensure compliance of regional/zonal team/offices to established Jhpiego, DOS and local government policies, standard operating procedures (SOPs) and guidelines; and reinforces compliance at all times.
  • Ensure smooth communication and collaboration among projects consortium member staff through establishment of effective working environment. Ensure roles and responsibilities of the consortium member staff are understood to ensure establishment of a high functioning cluster and field team.
  • Ensures the reinforcement of appropriate performance enhancement process at the cluster and field level with smooth engagement with consortium partners
  • Collaborate with the country office team to have a coordinated plan in providing technical supports to the cluster and the field teams

Ensure streamlined and high quality supports to the cluster offices and field teams

  • Provides programmatic and leadership oversight to all cluster offices to ensure timely delivery of results and accomplishment of overall RISE objectives.
  • Leads the coordination and facilitation of joint cluster planning, review meetings and partnership forums to ensure harmonization and alignment of RISE supported interventions with regional health, Women and Social Affairs and other relevant bureau plans.
  • Monitors the implementation of all cluster and field program activities in accordance with quality standards, timeline, and budget.
  • Collaborate with the country office team to develop clear and easy to use SoPs and guidelines to ensure standard and high quality implementation of project initiatives.
  • Works closely with the technical team leaders and technical advisors to strategically coordinate technical assistance to regional/zona team/offices.
  • Works closely with the finance and operations and HR teams to coordinate finance, operation and logistic support to regional team/offices

Provide technical leadership and day-to-day support to cluster teams

  • Closely monitor plan versus achievement and budget utilization of each cluster with agreed schedule developing and utilizing efficient tools. Manages the overall performance of all cluster offices including program management, budget utilizations and smooth running of operations.
  • Synthesizes regional data and produce quarterly, bi-annual and annual national programmatic progress reports that will be submitted to donors and responsible government bodies.
  • Facilitates the documentation and dissemination of best practices and lessons under RISE project implementation.
  • Identify performance gaps and agree on timely solutions and monitor implementation of the agreed actions and the performance improvements
  • Supervises and coaches all regional team leaders and zonal cluster coordinators and provides regular guidance to ensure improved performance.
  • Identify development needs among cluster office and field staff through robust approaches. Agree and implement solutions in close collaboration with the country office management and technical and operations team.
  • Collaborate closely with country office technical leads and project management to set field support plans to ensure continuous improvement of the field office capacity and to drive timely solutions to challenges faced by the field team.
  • Identify communicate red flags that deserve higher level management attention and decision.

Engagement with government authorities

  • Participate in engaging with ASCO, RHBs and other government entities to ensure adherence to the national regulations.
  • Support the cluster offices in establishing and in maintaining robust working relation with the government offices including RHBs, ZHDs and woreda health offices.
  • Make sure the government offices are regularly engaged and informed about the cluster plans, efforts and achievements. Ensure joint planning, and joint field visits are conducted with the public sector to enhance effectiveness and sustainability of project’s support.
  • Liaises, regularly communicates, and maintains good relationship with regional partners; promotes partnerships and networking and represents Jhpiego at appropriate regional forums.
  • Performs other duties assigned by Jhpiego as needed.

Required Qualifications

  • Master’s in public health or related field with background in medicine, public health, nursing etc
  • Seven (7+) years’ experience in management and supervisory role under a national and multiregional program/project.
  • Program management experience in areas of Maternal, Neonatal and Child Health and Nutrition, PHEM and IPC (infection prevention and control)
  • Strong supervisory and coordination skills are mandatory.
  • Ability to travel up to 50%.

Preferred Qualifications

  • Familiarity with MNCH-N service delivery and the health context in pastoral geographies.
  • Excellent communication and presentation skills (oral, written, and reading proficiency in English).
  • Strong collaboration and representational experience with regional health bureaus and stakeholders.
  • Demonstrated capacity-building skills, including coaching, mentoring, and technical staff development.
  • Strong analytical and computer skills (Word, Excel, PowerPoint, web research).
  • Outstanding ability to interact, lead, and mentor diverse teams, while effectively multi-tasking to meet concurrent deadlines.

Language: Fluency in written and spoken English is required. Professional proficiency in Amharic or other local Ethiopian languages is highly desirable.

 

Salary: Between 22,966 – 33,563 USD per annum.
