Hypertension is one of the leading causes of premature mortality in India. In Uttar Pradesh, more than 20% of adults are estimated to have elevated blood pressure, yet fewer than 15% achieve sustained control. Jhpiego and Resolve to Save Lives (RTSL) are partnering with the Government of Uttar Pradesh to strengthen the state’s NCD program. A key component of this effort is improving implementation of NCD program using eKavach, the state’s digital system for tracking hypertension and diabetes care. A demonstration will be conducted in Sidhauli block, Sitapur district, to show that user-centred digital improvements can drive better enrolment, treatment adherence, and control of hypertension.  

The Program Manager - Digital will be work closely with the Department of Health, UP, and will play a central role in driving field-informed improvements to eKavach, coordinating across government, developers, and frontline health workers. The person will work along with JHPIEGO’s UP state team and the RTSL Lead for Digital Health Partnerships & Implementation, besides closely engaging with UP Government stakeholders. Placed directly within the health department in Uttar Pradesh, s/he Maintain a dotted-line reporting to the Lead Country Implementation - RTSL Digital and Jhpiego’s state NCD program lead for technical guidance, coordination, and accountability.  

Responsibilities

Drive digital product improvements in eKavach  

  • Coordinate with RTSL, Jhpiego, state officials and developers to identify and implement priority changes.  
  • Prepare product requirement documents (PRDs), user stories, and notes for approval.  
  • Ensure timelines and milestones are agreed upon and tracked with the development team.  

Support user-centred design and field validation  

  • Conduct field studies and user research with ASHAs, CHOs, and MOs to gather feedback.  
  • Suggest redesigning of workflows and line lists to make them more useful for frontline workers.  
  • Track adoption and usage metrics to assess impact of new features.  

Facilitate adoption and program integration  

  • Work with NCD and district program teams to plan and support rollout of digital changes.  
  • Coordinate trainings for CHOs, MOs, and ASHAs on new features and workflows.  
  • Provide ongoing support during rollout and troubleshoot issues with field teams.  

Strengthening stakeholder coordination  

  • Establish regular review mechanisms along with state officials, Jhpiego, RTSL, and developers.  
  • Engage with state and district health officials to ensure alignment with program needs.  
  • Compile quarterly reports with evidence on enrolment, treatment, and control progress.  

Enable scale-up pathways  

  • Document evidence on effective digital interventions and program flows.  
  • Map policy and operational requirements for scaling proven interventions statewide.  
  • Support integration of eKavach with related systems such as eSanjeevani and drug supply portals.  

Required Qualifications

  • 8- 10 years of professional experience in program management, digital health, health systems strengthening, or related fields.  
  • Demonstrated experience working with government health systems in India (preferably Uttar Pradesh) and engaging multiple stakeholders.  
  • Experience of working with teams building and implementing public digital health solutions (EHRs, health information systems, or patient tracking tools).  
  • Experience in managing end-to-end product development cycles, from planning and design to rollout and monitoring.  
  • Strong written and verbal communication skills in English and Hindi, including facilitation of workshops and preparation of technical documentation.  
  • Ability to work independently, manage multiple priorities, and deliver results in fast-paced environments.
