This position supports India's national HIV response program in alignment with PEPFAR (President's Emergency Plan for AIDS Relief) initiatives and the National AIDS Control Organisation (NACO) strategic framework. The technical advisor will provide national-level strategic and technical leadership to advance HIV testing and outreach initiatives across India. This role requires collaboration with NACO, State AIDS Control Societies (SACS), community-based organizations (CBOs), and other key stakeholders to demonstrate scalable, client-centred models of care that align with India's commitment to achieve the UNAIDS 95-95-95 targets.

Responsibilities

Strategic Implementation and Leadership

  • Lead the implementation of evidence-based strategies to improve HIV testing outcomes, contributing to the achievement of 95-95-95 targets at state level, with particular focus on PEPFAR-supported districts
  • Collaborate with national and state-level stakeholders to ensure alignment of testing strategies with broader HIV testing and treatment goals
  • Support Associate Director in building the HIV portfolio for Jhpiego India grants mapping and engaging with donors and getting stakeholder’s buy-in.

Testing and Quality Improvement

  • Provide specialized technical assistance to improve the quality and outcomes of sexual and social network strategies across target states.
  • Work closely with implementation teams and stakeholders to enhance index testing protocols and procedures
  • Ensure implementation of minimum standards for index testing services, complementing ongoing National AIDS Control Program (NACP) efforts at the state level

Vulnerable Population Outreach

  • Design and implement technical assistance programs at facility and community to improve HIV testing uptake among adolescents and youth at risk, including those who are hidden or have never been reached by traditional services
  • Develop innovative strategies to engage hard-to-reach populations and ensure culturally appropriate testing services
  • Collaborate with community partners to expand testing access among key and priority populations

Testing-to-Treatment Linkages

  • Provide technical assistance to strengthen testing-to-treatment linkages, addressing critical capacity gaps to improve antiretroviral therapy (ART) initiation and retention among newly diagnosed individuals
  • Support the development of patient navigation and case management systems to ensure continuity of care

Family and Contact Testing

  • Provide technical assistance to improve HIV testing outcomes among contacts of people living with HIV (PLHIV), including biological children requiring HIV testing and screening services
  • Develop family-centred testing approaches that are sensitive to the needs of all family members
  • Support implementation of paediatric HIV testing protocols and early infant diagnosis programs

Systems Strengthening and Data Management

  • Provide technical assistance to build robust systems at the state level, comprehensive baseline information about indicators across all districts, including coordination with other stakeholders contributing to these efforts
  • Work with state and district teams to strengthen data collection, analysis, and reporting systems for HIV testing services
  • Conduct regular program reviews and provide recommendations for continuous improvement

Required Qualifications

  • Master’s degree in public health, Medicine, Epidemiology, or related field
  • Minimum of 15 years of experience in HIV/AIDS programming, with at least 5 years in a leadership role
  • Demonstrated experience working with national or state-level HIV programs in low- and middle-income countries
  • Experience with PEPFAR-funded programs and familiarity with PEPFAR technical requirements
  • Proven track record of working with government health systems and multilateral partnerships
