The position will provide national-level strategic and technical leadership to advance HIV treatment, care, and retention outcomes under the RISE project in India. This role will ensure high-quality implementation of evidence-based interventions across the HIV care cascade, including linkage to care, ART initiation, treatment continuity, viral load suppression, integration with TB, NCD, and AHD services, and tailored support for children and adolescents living with HIV (C/ALHIV). The position will collaborate closely with NACO, SACS, community-based organizations (CBOs), and other stakeholders to demonstrate scalable, client-centred models of care, aligning with India’s goal of achieving the UNAIDS’s 95-95-95 targets. This position reports to Associate Director- HIV.

Responsibilities

Strategic Leadership and Technical Guidance

  • Provide national-level leadership on the design, adaptation, and implementation of HIV treatment, retention, and differentiated care models across program geographies
  • Integration efforts with TB, NCD, AHD, and other health services to ensure holistic, patient-centred HIV care
  • Guide program innovations in rapid ART initiation, treatment interruption management, viral load testing scale-up, and community-led approaches to retention
  • Ensure child and adolescent focused interventions (treatment, disclosure, adherence, psychosocial and nutritional support) are embedded into program design
  • Contribute to RISE’s strategy to strengthen India’s health systems, positioning HIV service models for scale-up and transition to government ownership
  • Support Associate Director in building the HIV portfolio for Jhpiego India – which would include ideating, proposal writing, donor mapping and engaging with all concerned stakeholders.

Collaboration and Stakeholder Engagement

  • Liaise with NACO, SACS, and DAPCUs to align interventions with national guidelines.
  • Represent RISE in technical working groups, policy forums, and national/state-level meetings.
  • Collaborate with PEPFAR partners, Global Fund PRs, professional associations, and community networks to maximize synergy.
  • Build partnerships with private sector providers for testing, referrals, and integrated care delivery.

Program Implementation and Quality Assurance

  • Oversee technical assistance and capacity-building efforts for ART centers, CSCs, pediatric centers of excellence, and PHC/CHC facilities.
  • Lead development of SOPs, training materials, mentoring frameworks, and supportive supervision plans for clinical and community teams.
  • Drive quality assurance (QA/QI) activities through field visits, data reviews, and feedback mechanisms.
  • Support differentiated service delivery (DSD) models, including decentralized ART refills, MMD, and community ART groups.
  • Guide pilot models (e.g., evening/weekend ART refills, adolescent-friendly drop-in centers) and document lessons learned for wider dissemination.

Monitoring, Evaluation, and Reporting

  • Work closely with MER teams to ensure timely, high-quality data for program decision-making and donor reporting.
  • Use geospatial and cascade data analysis to identify gaps, track progress, and inform programmatic action.
  • Support documentation of best practices, learning briefs, and technical publications to strengthen RISE’s global evidence base.

Team Management

  • Supervise state-level program officers and technical advisors working on HIV treatment and pediatric/adolescent care.
  • Mentor and build the technical capacity of state program teams, clinicians, and community staff.

Required Qualifications

  • Master’s degree in public health, Medicine, Epidemiology, or related field
  • Minimum 10 years’ experience in HIV care and treatment programming at national or large-scale project level.
  • Demonstrated expertise in ART management, TB/HIV co-management, AHD, paediatric/adolescent HIV care, and differentiated service delivery.
  • Proven track record of technical leadership, capacity building, and working with NACO, SACS, and multi-stakeholder platforms.
  • Strong understanding of program design, quality improvement, and data-driven decision-making.
  • Excellent communication, negotiation, and representation skills; ability to engage diverse government, donor, and community partners.
  • Ability to work independently and manage multiple priorities in a fast-paced environment.
  • Willingness to travel extensively across project states.
