In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and other anonymous donors Jhpiego intends to respond to the urgency and magnitude of the second wave of COVID-19 in India while identifying areas and modalities of implementation aligning it to the country and state’s response to the surge.

The MERL Advisor will be responsible for designing, implementing, and managing Monitoring, Evaluation, Research and Strategic Information systems for large-scale HIV and public health programs, aligned with donor priorities (PEPFAR, CDC, HRSA, GFATM) and national priorities (NACO, SACS, MoHFW). The role requires proven expertise in strengthening digital health platforms, ensuring high-quality data for program decision-making, and providing technical assistance to government and implementing partners.

Responsibilities

Strategic Leadership & Frameworks

  • Lead the design and implementation of national and sub-national M&E and SI frameworks aligned with PEPFAR 95-95-95 targets and epidemic control strategies.
  • Establish governance frameworks and performance monitoring plans (PMPs) to track donor and programmatic goals/objectives
  • Ensure alignment of National M&E systems with global health standards and policies.
  • Work closely with the surveillance division at National level

 

Data Systems & Digital Innovation

  • Oversee the rollout and integration of national digital health systems (e.g., SOCH, HMIS, ICTC, ART tools).
  • Work and develop the cascade base State level Targets in the Target setting tool
  • Develop and manage real-time dashboards, KPIs and data visualization tools to inform decision-making.

 

Data Quality & Use

  • Implement continuous quality improvement (CQI), CPQI, and data verification mechanisms across programs.
  • Build institutional and sub-national capacity in data collection, reporting, and analysis.
  • Translate complex datasets into actionable insights that influence national and donor policies.

Capacity Building & Technical Assistance

  • Provide training, mentorship, and technical assistance to national, state, and district health teams.
  • Strengthen government and partner organizations’ capacity in MER indicators, data governance, and evidence-based planning.

Stakeholder & Partnership Engagement

  • Collaborate with donor agencies and other stakeholders to strengthen health information systems.
  • Serve as the SI point of contact for donor agencies and ensure timely, accurate reporting.
  • Foster strong relationships with national and international partners to align data priorities.

Required Qualifications

  • Master’s degree in Statistics, Public Health, Epidemiology, or related field (MBA in Finance Management preferred for strategic/program roles).
  • 12+ years of progressive experience in Monitoring & Evaluation, Strategic Information, and data systems for HIV/AIDS and public health programs.
  • Proven track record in leading large-scale health information system rollouts and digital health integration.
  • Advanced skills in statistical analysis (SAS, STATA, GIS) and data visualization (Power BI, Tableau).
  • Extensive experience working with government and donor-funded projects
  • Strong leadership, change management, and stakeholder engagement skills.
