Overview

The Human Resources (HR) Officer, being accountable to the HR and Operations Director, is responsible for ensuring HR processes are done properly and timely in line with the established checklist/s of recruitment, retention and separation, induction, leave administration, continuous performance appraisal, follow-up of staff life and medical insurance inclusion and renewals. The HR Officer will also have access and work on HR files in the form of hardcopies and/or electronically in Jhpiego Enterprise Management System (JEMS) and iCIMS and always ensures confidentiality to that info.

Responsibilities

Recruitment, Selection and onboarding

  • Assists in drafting job vacancies up on receipt of an approved recruitment request form.
  • Participate in the preliminary shortlisting of applications per established criteria for positions with job grade 8 and below.
  • Coordinates interviews and tests, i.e. preparing schedules and necessary documentations, setting appointments with interview panellists and the candidates.
  • Draws recruitment and selection minutes for all participated recruitments and ensure proper documentation.
  • Ensure completeness of filled Biodata, References Info, Police clearance and Salary Proof of the selected candidate.
  • Draft Job offer letters and employment contracts for regular and temporary/casual employees.
  • Gets ready policies, guidelines, and manuals to be shared with new hire per the established checklist on the first date of hire and ensure all policy acceptance forms are signed by the new staff.
  • Develop recruitment tracking matrix to assess efficiency and effectiveness of the recruitment workflow.
  • Schedule orientation/induction for all new employees.
  • Support workforce planning to help managers forecast staffing needs.
  • Follow up with new staff Pension Scheme registration.
  • Review resource person/Trainer agreements and prepare internal PO. 

HR Database and Records Management

  • Manages JEMS related changes, updates, and support to Jhpiego Ethiopia staff.
  • Always ensure availability of updated staff list with relevant details.
  • Ensure availability up to date staff and dependent list for Insurance coverage.
  • Ensures confidentiality of personal and sensitive data.
  • Support HR audit.
  • Ensures maintenance of up-to-date consultancy database in the HR unit.

Employee Benefits and Compensation

  • Assists in tracking staff insurance claims and other cases liaising with the Insurer; Manage staff medical claim reimbursement and related documentation.
  • Checks medical reimbursements of staff and dependents for completeness and file claims to the Insurer for refund; follows up whether these claims are reimbursed in time.
  • Follows up staff insurance matters with the contracted Insurer and ascertains whether every premium claim is set reasonably and within the acceptable range.
  • Track leave records and ensure timely management of excess accumulations.
  • Support preparation of payroll. 

Performance Management

  • Follow up consistent implementation of the CPM process throughout the year.
  • Maintain records of performance improvement plans and probation evaluations.
  • Follow up the probation period review tracking new hires probation completion and appraisal reviews. 

Separation

  • Makes sure that all necessary EXIT procedures are adhered to including whether official resignation letter is tender, notice period is served, any vacation accrued leave days are used up (as possible) or minimized down to nil, clearance form is duly completed and signed, exit interview with the CD or the designate is scheduled and done, all final payments are identified, and draft work certificate.
  • Ascertains closing of personal file.
  • Provide exit interview summary report on a quarterly basis. 

Others

  • Assists in the maintenance and updating of consultants’ database, and also temporary hires and ensure all internal databases are up to date.
  • Supports the provision of HR related information as requested by responsible bodies including government authorities, donors and partners.
  • Participates in developing and reviewing of HR working procedures and policies.
  • Provide assistance on any other issues related to HR.
  • Performs other HR department duties as assigned by the Director of HR and Operations.

Required Qualifications

  • A, Degree in Management, Human Resources or related fields from a recognized University
  • Five to six years’ experience in Human Resources Management.
  • Working in similar positions with International NGOs strongly recommended.
  • Strong organizational, coordination and planning skills.
  • Language Requirement: Proficiency in speaking, writing and reading English and Amharic
  • Computer literacy (Word, Excel) 

Skills & Abilities

  • Ability to write concisely and clearly and to communicate professionally to staff of all levels and instill a relationship of trust.
  • A team player who can work with minimal supervision.
  • Interpersonal Skill Requirements: Excellent communication and interpersonal skills to work in a multi-disciplinary team setup; ability to establish and maintain effective working relationships with Ethiopian and international staff and ensure confidentiality.
  • Flexible with attention to detail.
  • Willingness to travel in Ethiopia and internationally as requested.

Preferred Qualifications

Salary: Between 14,299 – 23,629 USD per annum.
