Finance Manager - RISE MNCH

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is implementing the Reaching Impact Saturation and Epidemic Control (RISE) program in Ethiopia. RISE is committed to saving lives and improving health outcomes by accelerating HIV epidemic control and strengthening global health security to prevent and respond to emerging disease threats. Leveraging over two decades of evidence-based practices from PEPFAR implementation, RISE addresses a wide range of health priorities including HIV, global health security (GHS), maternal, newborn, and child health and nutrition (MNCH-N), tuberculosis (TB), malaria, data systems, and supply chain management.

To support this mission, Jhpiego is seeking a detail-oriented and experienced Finance Manager to support financial operations for the RISE MNCH-N project in Ethiopia. The Finance Manager will oversee all aspects of financial management, accounting, and compliance to ensure the project operates with transparency, accuracy, and accountability. This includes managing financial reporting, budget monitoring, disbursements, payroll, and audits, while ensuring adherence to Jhpiego, Johns Hopkins University (JHU), donor, and Government of Ethiopia regulations.

Leadership

• Supervise, mentor, and provide capacity to the RISE project finance staff.
• Lead the finance team in developing a collaborative, high-performance culture.
• Stay current on Ethiopian tax, labor, and financial regulations, recommending adjustments to Jhpiego financial policies and practices as needed.

Financial Management, Accounting and Reporting

• Ensure the proper implementation of Jhpiego and donor financial policies and procedures within the RISE project.
• Lead the preparation of accurate and timely financial reports for submission to Jhpiego HQ, State Department, and the Country Office.
• Manage project budgets, including preparing monthly burn-rate analysis, budget monitoring, pipeline projections, and financial performance reports for project leadership.
• Ensure accurate cash flow forecasts, fund requests, and availability of resources for project activities in Addis and field offices.
• Oversee financial disbursements, transfers, and vendor payments, ensuring compliance with Jhpiego’s Delegation of Authority (DOA) and donor rules.
• Monitor and track travel advances, staff advances, and partner liquidations to ensure timely settlement.

Compliance, Internal Controls and Audits

• Ensure project financial transactions comply with Jhpiego, JHU, global donor, and Ethiopian government regulations.
• Implement and monitor strong internal controls to safeguard project funds.
• Support the preparation and facilitation of project-specific internal and external audits, donor financial reviews, and statutory audits.
• Ensure audit readiness of all project records, documentation, and reconciliations.

Budgeting & Financial Analysis

• Support project leadership in annual work plan and budget development.
• Provide timely financial analysis to inform programmatic decision-making.
• Flag budget variances, propose corrective actions, and advise leadership on financial risks and opportunities.
• Contribute to the cost-effective implementation of activities while maintaining donor compliance.

QuickBooks & Financial Systems

• Oversee financial data entry and reporting through QuickBooks, ensuring accuracy and timeliness.
• Ensure monthly reconciliations of bank accounts and general ledgers for RISE project funds.
• Prepare and submit monthly financial reports and supporting documentation to Baltimore HQ as per deadlines.

Payroll & Statutory Compliance

• Oversee accurate payroll preparation for RISE project staff, ensuring correct LOE allocation based on timesheets.
• Ensure statutory deductions (tax, pension, provident fund, etc.) are accurate and remitted to authorities on time.
• Manage severance and terminal benefits in line with Ethiopian labor laws and Jhpiego policy.

• Post Graduate Degree in Accounting, Finance, or a related field, and/or CPA.
• Seven to eight years of progressively responsible and directly relevant experience in professional accounting, financial management, budgeting, or auditing, preferably within a global agency, international NGO, or national health agency, with at least five years in a supervisory position.
• Experience managing project-level finances for US government funded health programs is required.
• Strong knowledge of Ethiopian financial regulations, tax laws, and statutory reporting.
• Proficiency with QuickBooks (or similar accounting software), MS Excel, and financial reporting systems.

• Excellent analytical, problem-solving, and decision-making abilities.
• Strong interpersonal skills with the ability to interact diplomatically with donors, government agencies, and partners.
• Ability to manage multiple priorities under pressure and meet tight deadlines.
• Demonstrated skills in mentoring and capacity building of finance teams.
• Fluency in written and spoken Amharic and English is required. Knowledge of any other Ethiopian language is a plus.

Salary: Between 22,966 – 33,563 USD per annum.
