Overview

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is implementing the Reaching Impact Saturation and Epidemic Control (RISE) program in Ethiopia. RISE is committed to saving lives and improving health outcomes by accelerating HIV epidemic control and strengthening global health security to prevent and respond to emerging disease threats. Drawing on over 20 years of evidence-based practices from PEPFAR implementation, RISE addresses a broad spectrum of health priorities including HIV, global health security (GHS), maternal, newborn, and child health and nutrition (MNCH-N), tuberculosis (TB), malaria, data systems, and supply chain management.

As part of this transformative initiative, Jhpiego is seeking qualified MNCH-N Advisors to provide technical leadership and support for the RISE MNCH-N Project at the cluster level. Based in one of four clusters, the Advisor will play a key role in strengthening integrated planning, implementation, monitoring, and quality improvement of maternal, newborn, child health, and nutrition services. This position emphasizes hands-on technical guidance, skills and knowledge building, and close collaboration with regional health bureaus (RHBs), zonal and woreda health offices, health facilities, and local implementing partners. The Advisors will ensure alignment with national strategies and Jhpiego’s technical standards to improve the coverage and quality of evidence-based MNCH-N interventions across Ethiopia.

Cluster Locations (one position per cluster):

  • Northern Resilience cluster: Amhara and Tigray (based in Semera, Afar)
  • Rift Valley cluster: Oromia, Sidama, and Central Ethiopia (based in Central Ethiopia)
  • Pastoralist Reach cluster: Afar, Somali, and Dire Dawa (based in Dire Dawa)
  • Southwest cluster: Southwest Ethiopia, Central Ethiopia, South Ethiopia & Oromia (based in Jimma)

Responsibilities

Program Implementation and Technical Support

  • Coordinate the implementation of high-impact MNCH-N interventions across the continuum of care (preconception, pregnancy, childbirth, postnatal, and early childhood).
  • Provide technical guidance and on-site support for key interventions, including ANC, skilled delivery, EmONC, PNC, iCCM/IMNCI, IYCF-E, CMAM (SAM/MAM), micronutrient supplementation, and nutrition counseling.
  • Ensure the systematic integration of nutrition services within ANC, PNC, and child health platforms.
  • Support adherence to respectful maternity care and family-centered developmental care principles. 

Capacity Building and Mentorship

  • Facilitate on-the-job training, clinical mentoring, and simulation-based exercises for health care providers (HCPs) and health extension workers (HEWs).
  • Strengthen provider competencies on MNCH-N protocols, service quality, and client-centered approaches.
  • Support woreda and facility-level quality improvement initiatives.

Coordination and Partnership

  • Collaborate closely with RHBs, zonal/woreda health offices, and local partners to align RISE MNCH-N activities with national and regional priorities.
  • Strengthen referral linkages and feedback mechanisms between community, primary, and referral facilities.
  • Represent Jhpiego/RISE MNCH-N at cluster-level technical working groups and coordination platforms.

Monitoring, Learning and Adoption

  • Work with MEL teams to ensure quality collection, use, and interpretation of MNCH and nutrition data.
  • Facilitate cluster-level review meetings, data-to-action sessions, and continuous quality improvement.
  • Provide timely input into project progress reports, success stories, and donor deliverables.

Required Qualifications

  • Advanced degree (MPH, MD, MSc Nursing/Midwifery, or equivalent) in Public Health, Medicine, Nursing, or related field.
  • Minimum of 6 years of experience in designing, implementing, and coordinating MNCH and/or Nutrition programs in Ethiopia or similar low-resource settings.
  • Demonstrated experience providing technical assistance and clinical mentorship in MNCH-N topics.
  • Proven experience supervising/managing technical staff in decentralized health programs.
  • Experience working with government health structures (RHBs, woredas, health facilities) and local partners.

Technical Skills

  • Strong technical expertise in evidence-based MNCH and Nutrition interventions (ANC, skilled delivery, EmONC, PNC, iCCM/IMNCI, IYCF, CMAM, supplementation).
  • Proficiency in developing and delivering training, mentorship, and supportive supervision for health providers.
  • Familiarity with data utilization for decision-making and QI processes.
  • Knowledge of referral systems and linkages between community and health facilities.

Preferred Qualifications

Language: Fluency in written and spoken English is required. Professional proficiency in Amharic and fluency in the cluster-level language is mandatory.

 

Salary: Between 16,193 – 26,181 USD per annum.
