The HR Manager shall be responsible for providing overall leadership to Bangladesh Country Office for all the HR functions. This role encompasses responsibility for strategic HR planning, talent acquisition, new employee orientation, training and development, performance management, employee engagement, compensation and benefits, and employee wellbeing. The HR Manager will ensure the effective implementation and administration of HR policies and procedures in alignment with Jhpiego's standards. S/he will work collaboratively with senior management team, line managers, and other stakeholders to build a culture of excellence and innovation.

Strategic HR planning

  • Develop and administer the HR strategic plan aligned with the organization’s vision & goals.
  • Assess the HR needs of the country office and define clear objectives to ensure alignment with organizational policies, procedures, and standards as necessary.
  • Design & implement programs, initiatives & policies to meet strategic HR goals.
  • Collaborate closely with the Country Lead and Regional HR Business Partner, Asia, to develop, revise, and manage Jhpiego’s HR policies and procedures.
  • Serve as a strategic advisor, providing expert guidance to the Senior Management team on all human resource matters. 

Talent Acquisition & Onboarding

  • Manage all talent acquisition processes in the Country, in consultation with the Country Lead/ Chief of Party/ Project Lead, and in coordination with Regional HR Partner, Regional Talent Acquisition Partner, Compensation Team and other relevant divisions as necessary, which includes the following:
    • Collaborate with hiring managers  to assess staffing needs, define role responsibilities, and identify key qualifications to support targeted candidate sourcing.
    • Develop job descriptions and post vacancies through relevant local and international channels such as online platforms, job boards, and other appropriate media.
    • Analyze and benchmark new roles to appropriate grades ensuring accurate placement within the organization’s  structure.
    • Conduct initial candidate screening, facilitate relevant assessments, coordinate with panel members for feedback post interviews and for subsequent interview stages.
    • Negotiate and administer salary offer as per Jhpiego compensation structure and philosophy.
    • Conduct reference checks for selected candidates and review the findings with hiring managers to support informed hiring decisions. Ensure all recruitment activities adhere to local labor laws and Jhpiego’s internal policies and standards.
  • Continuously review and refine recruitment strategies/process for each position to improve the quality and relevance of candidate pools.
  • Collaborate with various departments to ensure seamless onboarding of new employees, enhancing employee experience.
  • Ensure all new hires receive a comprehensive orientation including training on compliance-related procedures and policies. 

Compensation and Benefits

  • Provide expert advice to Senior Management team on local compensation matters, in coordination with the HR Business Partner, Asia.
  • Conduct regular reviews and benchmarking of salary structures to ensure alignment with market trends.
  • Assess job roles to ensure internal equity and external competitiveness using salary survey data.
  • Support headquarters in developing expatriate compensation and benefits policies tailored to the Bangladesh context.
  • Oversee the administration of employee benefits and respond to employee inquiries related to their benefits.
  • Periodically review Jhpiego Bangladesh’s benefits offerings to ensure legal compliance and competitiveness with other international NGOs.

Performance Management

  • Design and sustain an effective performance management system that fosters regular, constructive evaluations through continuous feedback and coaching.
  • Facilitate the annual performance management cycle ensuring that quarterly reviews, annual merit increase, promotions, reclassifications & internal equity adjustments are well managed, and meet organization needs with the highest level of transparency and integrity.
  • Work closely with supervisors to identify and resolve any issues or concerns impacting new employees. 

Learning and Development

  • Collaborate with senior management team to identify competency gaps and develop Behavioural, Leadership, Culture and Value based Learning & development interventions.
  • Design and implement  comprehensive organizational development initiatives across Jhpiego’s Bangladesh operations.
  • Lead various capacity-building efforts, including exposure visits, cross-functional exchanges, secondment opportunities, special assignments, and e-learning programs.
  • Prepare an annual training calendar with associated resource planning and ensure its smooth and effective execution.
  • Support talent development and succession planning efforts in collaboration with regional and global HR teams. 

Employee Relations  

  • Foster a positive employee relations environment, offering a supportive space for staff to openly discuss their concerns.
  • Organize regular policy refresher sessions to ensure all employees are informed and up to date on current organizational policies.
  • Provide guidance and support to employees on disciplinary actions and grievance matters.
  • Mediate and facilitate the resolution of workplace conflicts.
  • Advise and educate managers and employees on HR best practices, such as diversity, equity, and inclusion, health and safety, and data protection.
  • Manage Employee Engagement activities to boost morale, enhance collaboration, employee satisfaction and retention.
  • Handle confidential matters with discretion including disciplinary actions and investigations.

HR Operations, Compliance and IT Support

  • Ensure all employee files are complete and that required documents are stored securely and confidentially.
  • Ensure all new employees are trained on compliance procedures and processes.
  • Accurately input and maintain records of all new hires in the HR Software(JEMS).
  • Manage HRMIS by maintaining employee data from joining until separation.
  • Payroll administration including timesheets and leaves administration,verification of payroll.
  • Administer employee separation by coordinating with various departments to ensure timely settlement of full and final dues.
  • Prepare and share regular HR reports with the Country Lead as needed.
  • Ensure adherence to all labor laws, employment regulations, and HR compliance mandates.
  • Collaborate with legal counsel on employee disputes, contract reviews, and workplace investigations.
  • Oversee HR audits, compliance reporting, and risk mitigation related to employment policies.
  • Build strong relationships with external and internal partners, fostering trust and promoting collaboration.
  • Coordinate uninterrupted IT support and ensure all IT-related equipment and systems are functioning properly.

 

Any other job related to the function will be allocated as and when required by the Supervisor.

Required Qualifications

Qualification & Experience

 

  • Bachelor’s degree in Human Resource Management or related field, Master’s degree is preferred.
  • At least 10 years of experience in managing human resources functions, candidates will get preference who have working experience in International NGOs (INGOs).
  • 5 years of experience in management position with leading a team.
  • Demonstrated experience in the development of strategic and operational HR plans and their implementation in a professional work environment.
  • Hands-on experience on analyzing organizational structure and design/re-design.
