Overview

Jhpiego aims to develop, implement, and assess an integrated approach for climate-resilient women’s and adolescent health in urban, flood-prone cities in the Philippines. The purpose is to protect and strengthen access to essential health services for women and adolescents before, during, and after climate-related events—particularly flooding—while advancing community-led disease surveillance and preventive care. 

 

The project focuses on four core areas, namely, 1) Continuity of essential services during disasters; 2) Climate-informed disease surveillance and early warning, 3) Youth and women’s leadership in community adaptation, 4) Integration of long-term preventive care. 

 

The demonstration will serve as a national learning model to inform broader replication across climate-vulnerable settings in the Philippines and the Southeast Asia region. 

 

Jhpiego seeks a Climate Change and Health Surveillance Senior Technical Specialist to provide overall technical and programmatic leadership of indicator-based, community, and event-based surveillance activities for Jhpiego portfolio on Climate Change and Health. This program aims to reduce the impact of infectious disease outbreaks on morbidity and mortality through building a resilient One Health (OH) surveillance, diagnostics and workforce development capacities. This role can be based in Metro Manila, Philippines with travels in the region.  

Responsibilities

1. Co-lead in strengthening local disease surveillance systems using climate data to anticipate outbreaks and support early response. This includes partnerships with key stakeholders for the following initiatives:  

    • Establishment of alocally owned, climate-informed early warning system (EWS) 
    • Organization of a Community-Based Syndromic Surveillance via Teen Centers 
    • Development of a GIS-Based Disease Risk Dashboard within City DRRM Units 
    • Design and implement strategic vision for integration of animal and human health surveillance modalities to analyze, report, and visualize time-sensitive data as a learning model to inform broader replication across climate-vulnerable settings in the Philippines and the possibly Southeast Asia region 
    • Facilitate training and Capacity Building for Surveillance and Response 

2. Ensure continuity of essential health services for women and adolescents during and after climate-related disasters, with the following components:

    • Health Network Optimization and Access Risk Mapping 
    • Micro-Continuity Plans for Essential Services 
    • Disaster-Embedded Clinical Protocols in Line with National and LGU Standards 
    • Training and mentorship for Local Health Teams and Barangay Responders 

3. Foster cross-sectoral collaboration to implement One Health approaches in surveillance and response activities. 

4. Engage stakeholders from human health, animal health, and environmental sectors to create integrated health solutions to improve disease detection and outbreak response. 

5. Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results. 

6. Ensure project activities are aligned with the project goal and objectives and national policies and frameworks.   

7. Work with the Program Manager on annual work planning and provide strategic inputs including on the Performance Monitoring Plan. 

8. Work closely with the MEL Advisor and the M&E team to analyze data, adjust implementation and put in place course corrections.   

9. Represent the project in public and professional circles through meetings, conferences, and presentations and act as an active member of relevant technical groups.   

10. Proactively identify opportunities for Jhpiego’s partnership and growth for the continuity of the program

The post holder will be expected to work on agreed objectives, which should facilitate achievement of key responsibilities in accordance with the performance of the review process.

Required Qualifications

  • An advanced degree in any of the following fields of expertise: applied or field epidemiology, biostatistics, tropical medicine, public health, health informatics, monitoring and evaluation, implementation science or similar 
  • At least 7+ years of experience implementing in monitoring and evaluating progress towards target in infectious diseases preferably.  
  • Demonstrated experience in establishing surveillance monitoring and evaluation systems and training others in their usage and implementation. 
  • Proven experience in public health surveillance, digital health initiatives and community-based surveillance 
  • Strong analytical skills and experience with statistical software and data analysis 
  • Skilled in at least two or more of the following technical areas: indicator-based surveillance, event-based surveillance, monitoring and evaluation of service delivery projects, implementation science, geospatial mapping.  
  • At least 5 years of relevant experience with USAID, other US Government, or donor-funded health programs. 
  • Professional experience interacting with host country governments and counterparts; international donor organizations; civil society; and the private sector.   
  • Demonstrated strong management, coordination, teamwork, and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public, NGO, and private sectors 
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with various donors, host-country counterparts, and representatives from other key stakeholders such as NGOs, CSOs, and the private sector 
  • Demonstrated strategic thinking, organizational, team-building, and representational skills 
  • Excellent skills in facilitation, team building, and coordination 
  • Excellent verbal, written interpersonal and presentation skills   
  • Proficiency in Microsoft Office365 operations   
  • Ability to travel nationally as needed.
