Overview

The Reaching Impact Saturation and Epidemic Control (RISE) program is saving lives and improving health by controlling the HIV pandemic and strengthening global health security to limit the spread of deadly disease outbreaks. RISE uses evidence-based practices from over 20 years of PEPFAR implementation to address critical HIV priorities along with global health security (GHS), maternal, newborn, and child health and nutrition (MNCH-N), tuberculosis (TB), Malaria, data systems, supply chain and commodity management, and other cross-cutting areas. In Botswana, Jhpiego is recruiting for an anticipated new project supporting Botswana’s lifesaving HIV services.

 

The District Coordinator will be responsible for leading and coordinating program implementation at the district level. Working closely with the Technical Advisor, Ministry of Health district teams, and RISE technical staff, the District Coordinator will oversee service delivery, partner coordination, monitoring of program performance, and ensure quality and timeliness of community-based HIV services. The role entails strategic and operational oversight of district work plans, support and supervision of district teams, and collaboration with stakeholders to achieve HIV epidemic control targets and project deliverables.

Responsibilities

  • Lead the planning, implementation, monitoring, and coordination of all RISE HIV prevention, testing, treatment, and support activities in the assigned district.
  • Coordinate with District Health Management Teams (DHMTs), facility managers, community-based partners, and other stakeholders to align program interventions with national priorities and district-specific needs.
  • Develop and monitor district work plans and budgets aligned with national strategies and RISE objectives.
  • Provide technical and programmatic oversight to ensure effective delivery of services across the HIV continuum, including index testing, PrEP, ART initiation and continuity, TB screening, viral load monitoring, and advanced HIV care.
  • Support and supervise district-based technical officers and other field staff, fostering a culture of teamwork, performance accountability, and continuous learning.
  • Ensure the implementation of evidence-based quality improvement (QI) strategies at supported health facilities and community service delivery points.
  • Facilitate weekly and monthly data reviews with site-level teams, supporting data use for performance improvement and adaptive management.
  • Ensure timely and accurate reporting of program performance indicators, in collaboration with the M&E/Data Officer and technical staff.
  • Support logistical planning for commodity and sample transportation and ensure effective communication between facilities, labs, and supply chain actors.
  • Document program activities, success stories, and lessons learned, contributing to donor reports and knowledge sharing forums.
  • Ensure adherence to Jhpiego and donor policies, including safeguarding, compliance, and procurement procedures.
  • Represent the RISE project in district-level coordination meetings, technical working groups, and stakeholder engagements.

Required Qualifications

  • Bachelor’s degree or higher in Nursing, Medicine, Public Health, or related health discipline; postgraduate qualification in Public Health or Health Management is an added advantage.
  • At least 6 years of professional experience in managing HIV/AIDS programs at facility or district level, preferably with PEPFAR-funded initiatives.
  • Strong understanding of Botswana’s public health system, HIV service delivery models, and community health approaches.
  • Proven ability to supervise multidisciplinary teams and coordinate health services across facility and community platforms.
  • Demonstrated ability to analyze data and use results to improve service quality and performance.
  • Excellent communication, interpersonal, organizational skills and project management skills
  • Fluency in English and Setswana is required.
  • Willingness to travel frequently within the district (up to 50%).
