Overview

The Reaching Impact Saturation and Epidemic Control (RISE) program is saving lives and improving health by controlling the HIV pandemic and strengthening global health security to limit the spread of deadly disease outbreaks. RISE uses evidence-based practices from over 20 years of PEPFAR implementation to address critical HIV priorities along with global health security (GHS), maternal, newborn, and child health and nutrition (MNCH-N), tuberculosis (TB), Malaria, data systems, supply chain and commodity management, and other cross-cutting areas. In Botswana, Jhpiego is recruiting for an anticipated new project supporting Botswana’s lifesaving HIV services.

 

The Technical Advisor for HIV Testing and elimination of mother-to-child transmission (eMTCT) will provide technical direction and oversight for the implementation of evidence-based HIV testing services. This includes support for index testing, recency testing, PrEP—particularly for pregnant and breastfeeding women— and integration with reproductive health services. The Advisor will work across national and district levels, supervising District Coordinators and providing targeted implementation support to strengthen service delivery, continuous quality improvement (CQI), and learning systems.

Responsibilities

  • Provide leadership for the planning, execution, and monitoring of HIV testing interventions across project-supported districts.
  • Supervise District Coordinators and ensure alignment of district-level implementation with national standards and PEPFAR guidance.
  • Promote CQI approaches to improve HIV testing yield, linkage to care, and PrEP uptake.
  • Facilitate peer-to-peer learning, knowledge exchange, and dissemination of best practices across districts.
  • Coordinate national-level technical support to MOH and stakeholders on eMTCT including participation in TWGs and policy dialogues.
  • Guide integration of PrEP and HIV testing into maternal and adolescent health platforms including interventions to improve re-testing of pregnant and breastfeeding women (PBFW).
  • Support district teams to design and implement interventions to improve identification and testing of HIV-exposed infants (HEI) and sexual partners of PBFW.
  • Ensure documentation and use of learning, innovations, and performance data to inform adaptive management.
  • Contribute to donor reporting, success story generation, and strategy refinement based on implementation learning.

Required Qualifications

  • Clinician registered with the Botswana Health Professions Council or Nursing and Midwifery Council of Botswana.
  • Minimum 7 years of experience in HIV testing and prevention, including PrEP.
  • Strong understanding of CQI, adaptive management, and learning.
  • Demonstrated experience in team supervision and implementation support provision.
  • KITSO-certified or equivalent HIV-related training.
  • Fluent in English and Setswana, with strong facilitation and report writing skills.
