Overview

We are seeking a detail-oriented and proactive Pricing Manager (or whatever they change the title to) to lead the development and enhancement of budgeting templates tailored for various global health donors. This role involves upgrading and standardizing existing templates, creating new templates for organizations such as the World Bank and KfW, and independently preparing complex budgets for high-profile donors. The ideal candidate will bring strong analytical skills, a deep understanding of donor requirements, and the ability to streamline financial tools for greater efficiency and usability.

Responsibilities

(1) Prepare template upgrades – (a) Unitaid template for purposes of simplifying/serving as a standard Unitaid template regardless of the number of countries or number of years; (b) most current all-purpose generic template for purposes of adapting it for various donors and simplifying similar to the Unitaid template as in (a) above; (c) Gavi template for purposes of country dropdowns linked to the Master Services Agreement daily rates with 3% annual increases and simplifying similar to the Unitaid template as in (a) above;

 

(2) Prepare new templates – (a) World Bank two templates: one detailed labor buildup and one less detailed, (b) KfW one standard template

 

(3) Lead all costing and pricing elements of highly complex proposals for a vast variety of donors, including those where a relationship has not yet been established. Working in close partnership with others in the Resource Development Office, as well as Global Human Resources, Program and Technical staff, this position is accountable for preparation of highly complex cost proposals and working with multiple country teams simultaneously.

 

Deliverables: Completed templates as described in (1) and (2) above

 

Duration: 4 - 6 weeks

 

Hours per day/week: 5 hours per day, 4 days per week (20 hr/wk)

Required Qualifications

  • Bachelor's Degree in Finance, Accounting or related field, or equivalent experience
  • 10+ years of previous pricing, financial analysis, and/or cost management experience

  • Experience designing pricing models for various and highly complex types of bid opportunities

  • Experience in the use of the most advanced Excel functions and formulas

  • Experience in government contract administration, government estimating and negotiations, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR)

  • Understanding of service center, fringe, and indirect rate application and allocation methodologies

  • Intermediate knowledge of US government cost principles, GAAP accounting rules, and grant/contract management

  • Familiar with differences between contracts and cooperative agreements and their relevant terms and conditions

  • Self-motivated, ability to follow instructions and work with minimal supervision, willingness and ability to meet deadlines

  • Understanding and practical knowledge of government regulations and business volume proposal preparation in response to RFAs and RFPs and other contract vehicle procurement methodologies

  • Knowledge of the principals, terminology and methodology of proposal preparation
  • Ability to create proposal budgets for diverse donors/sponsors with varying levels of requirements and value over $100 million
  • Demonstrated ability to effectively manage several major activities simultaneously
  • Demonstrated advanced experience with spreadsheets and database systems
  • Demonstrated exceptional in-depth knowledge and use of Microsoft Excel advanced functions and formulas, including, but not limited to, third and fourth level tier dropdowns, Index Match, Xlook up, Sumifs, Offset, Choose, Text Join, Iferror, conditional formatting, Pivot tables, Macro Programming, Data Validation, Slicers
  • Excellent oral and written communication skills
  • Ability to identify and articulate financial risk and mitigate that risk at the proposal stage
  • Ability to work in large and diverse teams
  • Ability to work independently in an unstructured environment
  • Ability to communicate effectively with multiple organizational and professional levels, including multiple cultures, and taking into account the audience and nature of the information
  • Proficient in MS Office and university-specific accounting and reporting packages
  • Experience with and knowledge of the international development community, preferably in health

Preferred Qualifications

The hourly rate range for this role is expected to be: $44.65- $56.17

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
