Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development family planning, malaria, and IPC/WASH. 

 

The RISE project is a five-year global USAID-funded project, with a period of performance from Apr. 15, 2019 – Dec. 30, 2027.  RISE supports countries to respond to the HIV epidemic and COVID-19 pandemic by providing technical assistance, service delivery, research, and cross-cutting health system innovations. RISE partners with ministries of health, local stakeholders, and nongovernmental organizations in more than 25 countries around the world to advance strategic and policy objectives to control the transmission of HIV and COVID-19. Working across the HIV prevention, care, and treatment cascade, RISE bridges country-led efforts to reach the UNAIDS 95-95-95 goals by 2030. To address the COVID-19 pandemic, RISE provides short-term, emergency response aid, alongside longer-term health systems strengthening, to achieve pandemic preparedness. Targeted technical assistance includes strengthening health information systems, human resources for health, supply chain, and health financing. 

 

The RISE project is looking to hire a Program Officer. The Program Officer is focused on providing effective support to both the technical and M&E teams in planning, implementing, and managing the RISE project. Working closely with Clinical Coordinators, M&E Advisors, and MOH mentors, the Program Officer will coordinate procurements and manage requisitions for training, meetings, and travel per costed work plans. The Program Officer will also foster collaboration between teams and ensure that implementation aligns with the work plans and budget.

Responsibilities

  • Collaborates with the operations unit to efficiently manage and monitor all requisitions and procurement processes, ensuring timely delivery and follow-up
  • Plans and executes logistics for meetings, workshops, and trainings within the project, including accurate documentation for requisitions and consolidation of expenses to ensure seamless event organization and financial accountability
  • Assists in fostering a collaborative environment between teams to facilitate seamless project implementation, promoting teamwork and communication across all project phases.
  • Ensures that project implementation adheres to the established workplans and budgetary constraints, regularly monitoring project progress and financials to maintain alignment with project goals and objectives.
  • Proactively identifies potential challenges, bottlenecks, or risks to the project, working collaboratively with technical and M&E teams to develop and implement effective solutions promptly
  • Contributes to the development of annual work plans for all projects and assists in monitoring workplan implementation.
  • Participates in regular meetings with staff to receive updates on program status and provides guidance to address implementation gaps.
  • Ensures accurate data capture in respective JHPIEGO databases and maintains up-to-date internal M&E systems.
  • Assists in documenting lessons learned in M&E/QI activities implementation.
  • Collaborates with the M&E team to identify and address challenges in data collection, reporting, validation, and data-driven decision-making.
  • Assists M&E team in planning and implementing ReHSAR meetings, including preparation of presentations and key talking points.
  • Participates in ReHSAR/NaHSAR feedback meetings.
  • Compiles donor program reports and supports data analysis for site-level performance improvement.
  • Ensures adherence to JHPIEGO and donor standards and good data quality across all program areas.
  • Coordinates SIMS visits with stakeholders, actively participates in assessments, and supports the development of remedial actions for identified areas of improvement..
  • Facilitates the availability and proper utilization of M&E tools, including standard MoH data collection tools in supported facilities, as directed by the M&E team.
  • Coordinates the printing and preparation of necessary presentations, tools, and materials for meetings and events, while ensuring accurate registration and management of participants attending off-site meetings, trainings, and other activities

 

Required Qualifications

  • Bachelor's degree in public health, development studies, project management, business administration, or a related field.
  • Minimum of 3-5 years of experience in project management, preferably in the public health or international development sector.
  • Strong understanding of project management principles, tools, and techniques.
  • Familiarity with public health programs and data management systems.
  • Knowledge of donor regulations and reporting requirements.
  • Excellent communication and interpersonal skills, with the ability to work effectively in a team environment.
  • Strong problem-solving and analytical skills, with the ability to make data-driven decisions.
  • Computer literacy, including proficiency in Microsoft Office applications and project management software.
  • Ability to work in a fast-paced environment and manage multiple priorities simultaneously.
  • Strong attention to detail and organizational skills.
  • Demonstrated ability to adapt to new technologies and systems.
  • Fluency in English and SiSwati is required.
