Overview

The OVC Advisor will provide high-level technical leadership, strategic guidance, and capacity building for the implementation of PEPFAR-funded Orphans and Vulnerable Children (OVC) interventions across all target provinces. This role ensures programmatic excellence by providing ongoing support to Provincial OVC Advisors and Implementing Partners (IPs), while aligning interventions with national priorities, PEPFAR guidance, and Ministry of Health (MoH) strategies.
The Advisor will play a critical role in national-level coordination, stakeholder engagement, and integration of community and clinical platforms to improve HIV outcomes and broader child and adolescent well-being.

Responsibilities

  • Technical Leadership & Oversight
  • Provide strategic direction and ongoing technical support to Provincial OVC Advisors to ensure quality implementation of community-based HIV, child protection, and case management services.
  • Ensure alignment of provincial-level programming with national policies, PEPFAR guidance, and project priorities.
  • Lead development and updates of technical guidelines, tools, and job aids for OVC programming

  • National Representation & Coordination
  • Represent the RISE OVC project in national technical working groups (e.g., MoH, MTGCAS, NAC), donor meetings, and interagency platforms.
  • Facilitate collaboration and joint planning with clinical implementing partners and stakeholders to enhance bi-directional referrals and HIV service uptake.
  • Act as primary liaison with national stakeholders on all technical and strategic aspects of OVC programming.

  • Capacity Strengthening & Supportive Supervision
  • Lead and coordinate national training efforts, including capacity building for Provincial OVC Advisors and local IPs on case management, psychosocial support, HIV testing, and referral systems.
  • Conduct regular field visits to provide joint supervision, mentoring, and quality assurance support.
  • Guide provinces in the roll-out of new initiatives and integration of emerging best practices.

  • Program Quality & Learning
  • Collaborate with the M&E team to track performance against PEPFAR MER indicators (e.g., OVC_SERV, OVC_HIVSTAT, VL suppression).
  • Use routine data to identify implementation gaps and develop targeted improvement plans in partnership with provinces.
  • Document best practices, success stories, and innovations for internal learning and donor reporting.

  • Partnerships & Sustainability
  • Strengthen collaboration between community structures (e.g., CBOs, caregiver groups) and the health and education sectors.
  • Promote strategies for local ownership, sustainability, and integration into government systems.
  • Engage with national and provincial partners to foster an enabling environment for scale-up of effective interventions

Required Qualifications

  • Master’s degree in public health, social work, development studies, or related field (bachelor’s with extensive experience may be considered).
  • Minimum 7 years’ experience in OVC/HIV programming, with at least 3 years in a technical advisory or national-level coordination role.
  • Demonstrated experience working with government ministries (e.g., MoH, MTGCAS), donors (e.g., USAID/PEPFAR), and community-based structures.
  • In-depth knowledge of national HIV/AIDS guidelines, child protection policies, and case management approaches.
  • Strong skills in capacity building, facilitation, and quality improvement.
  • Excellent written and verbal communication in Portuguese; English is an asset.
  • Proficient in Microsoft Office tools (Word, Excel, PowerPoint).
  • Willingness to travel frequently to provinces (up to 40%).
