Overview

Jhpiego is seeking a Sexual and Reproductive Health and Rights (SRHR) Technical Office in Anambra State to support the State Team Leader in the design, implementation, and monitoring of integrated health service delivery programs. The focus will be on advancing integration of SRHR, and communicable diseases (e.g., HIV, TB, malaria), and strengthening the use of strategic information for decision-making and program improvement. This strategic role requires an exceptional individual with professional expertise in multi-disease programming who can establish robust data systems, ensure evidence-based decision making, and support adaptive management approaches while maintaining rights-based monitoring frameworks.

Responsibilities

Technical Leadership

  • Support provision of technical guidance on SRHR, integrated service delivery, and communicable disease programming.
  • Lead the development and adaptation of evidence-based tools, guidelines, and training materials.
  • Ensure integration of SRHR and communicable disease services across health system levels and platforms.

Program Design & Implementation

  • Support the design and implementation of innovative, client-centered, and gender-responsive interventions.
  • Collaborate with consortium organizations, partners and program teams to ensure technical quality and alignment with national and global standards.
  • Contribute to work planning, budgeting, and reporting processes.

Strategic Information & Learning

  • Lead the state-level development and use of strategic information systems to monitor program performance and outcomes aligned with country office/national health strategies, donor requirements, and international reporting standards
  • Design rights-based monitoring approaches that track equity, non-discrimination, and human rights indicators alongside health outcomes
  • Promote data-driven decision-making and adaptive learning across project teams.
  • Support the generation and dissemination of knowledge products, including success stories, technical briefs, and peer-reviewed publications.

 

Multi-Disease Data Management and Integration

  • Oversee development of integrated health information systems that support real-time program monitoring across disease areas
  • Establish data interoperability standards and protocols for seamless information sharing between SRHR and communicable disease programs
  • Coordinate with existing national health information systems, databases, surveillance systems, and routine health data platforms
  • Implement automated data quality checks and validation procedures across multiple data sources
  • Ensure compliance with data protection regulations while facilitating evidence-based program management

Capacity Strengthening

  • Build the capacity of sub-national stakeholders, including government counterparts and implementing partners, in SRHR and integrated service delivery.
  • Facilitate training, mentoring, and supportive supervision for health workers and program staff.
  • Lead development of comprehensive MEAL training curricula covering integrated programming approaches
  • Mentor emerging M&E professionals and support south-south learning exchanges
  • Support development of state MEAL capacity for integrated health programming

Partnerships & Representation

  • Represent Jhpiego in technical working groups, donor meetings, and stakeholder forums.
  • Foster strong relationships with government agencies, donors, civil society, and academic institutions.

 

Strategic Reporting and Evidence Utilization

  • Prepare comprehensive reports for different stakeholders and ensure timely submission of high-quality data and reports to Jhpiego and relevant stakeholders.
  • Facilitate regular data utilization workshops and evidence-based program review meetings
  • Support advocacy efforts with robust evidence and compelling data visualization to stakeholders.
  • Participate in supportive supervision, DQAs, and virtual/physical data review meetings.

Required Qualifications

  • Minimum of a bachelor’s degree in public health, Statistics, Epidemiology, Development Studies, Social Sciences, or related field
  • Additional training in M&E methodologies, data management, or strategic information systems preferred
  • Certification or advanced training in strategic information, plus monitoring and evaluation
  • Demonstrated experience with integrated health programming, preferably combining SRHR and communicable disease components
  • Familiarity with Nigeria’s national health policies and SRHR frameworks and strong understanding of health systems, gender equity, and rights-based approaches to health.
  • Previous work with donor-funded projects and familiarity with multiple donor M&E requirements
  • Excellent communication, facilitation, and writing skills.
  • Fluency in English (written and verbal) – essential
  • Working Knowledge of Igbo is an asset

 

Working Conditions

  • Office-based position with regular field visits to project sites (approximately 50% travel time)
  • Travel to rural and urban communities for data collection, monitoring visits, and capacity building activities
  • Participation in workshops, stakeholder meetings, and evaluation activities that may require extended field presence
