Overview

Jhpiego is an international nonprofit organization for health affiliated with the Johns Hopkins University in Baltimore, Maryland, USA. In the Philippines, Jhpiego has been present since the 1980s, working in various areas, including maternal, newborn, child, and adolescent health, immunization, reproductive health and family planning, and women's cancers. Jhpiego is working in partnership with the Department of Health (DOH) to provide technical assistance to the Philippines’ National Immunization Program’s (NIP) activities towards immunization recovery and efforts to reach unimmunized (or “zero dose” immunization status) and under-immunized children.

 

In 2020, an estimated 17 million children worldwide were completely unvaccinated against diphtheria, tetanus, and pertussis in 10 countries where 65% of these children live. The Philippines was included among the 10 countries with the highest number of unvaccinated children for the said diseases, or what are called “zero-dose” children. Hence, the United States Centers for Disease Prevention and Control (USCDC) has included the Philippines as one of the countries in Asia for a project on consequential geographies to address zero-dose children, measles, polio, and vaccination during public health emergencies. The “Gabay Bakuna” Consequential Immunization Geographies Initiative Project calls for action to build human resource capacity, identify problems at their source, and co-develop and implement locally tailored solutions. The Project aims to prevent, detect, and respond to vaccine-preventable disease outbreaks at the national and subnational levels, anchored on strategies 1) strengthening immunization services in targeted subnational areas, and 4) fostering immunization program sustainability.

 

The Project’s scoping and assessment activities, aside from the Rapid Expanded Programme of Immunization (EPI) Review, will assess practices of private immunization service providers (e.g., pediatricians, nurse-midwives, or family medicine specialists) in selected LGUs of Cavite and Laguna. Through this project component, the DOH CHD IV-A, the Provincial and the City Health Offices of the said LGUs will be equipped to understand the situation of immunization service delivery and the role of the private sector in complementing the public health immunization program of the national government. In partnership with other Gabay Bakuna partners, Jhpiego’s GB co-implementor IMA World Health (IMA WH) has tapped the Philippine Foundation for Vaccination (PFV) and the Integrated Midwives Association of the Philippines (IMAP) to undertake the assessment. PFV will lead the assessment, as outlined in the concept note and protocol approved by the GB partners and CDC.

Responsibilities

The Project is looking for a “Health Researcher [Qualitative Methods]” who will be contracted as a shortterm consultant. He/She will participate in the Private Health Service Providers Assessment Team to be deployed in Laguna. The consultant will be involved in the qualitative component of the assessment, which will involve focus group discussions (FGDs) and key informant interviews (KIIs) with a purposively selected subset of providers and key stakeholders. Participants for the qualitative component will be strategically selected based on their survey responses to ensure representation of different KAP profiles, practice settings, and geographic locations. These sessions are designed to explain unexpected quantitative findings, explore significant relationships identified in the survey data, and elaborate on barriers and motivators that emerged as statistically significant or practically important. FGDs will explore collective experiences and group dynamics, while KIIs will capture individual narratives, motivations, and systemlevel views that help interpret and contextualize the quantitative patterns.

 

The consultant will participate in planning and training sessions jointly organized by IMA WH, together with its consortium partner, and Jhpiego. He/She will also work closely with the US CDC representatives, other Gabay Bakuna partners, and the concerned offices of the DOH Health Promotion Bureau, NIP, the DOH CHD IV-A Regional Immunization Team, Health Education, Promotion, and Communication Management Unit. He/She shall be involved in the qualitative assessment of private health service providers on childhood routine immunization.

 

Specific Responsibilities:

  1. Work closely with the Immunization Technical Advisor, the Monitoring, Evaluation, and Learning (MEL) Officer, Project Coordinator, other Jhpiego Immunization Portfolio staff, and other Gabay Bakuna Project consultants involved, who require coordination or collaboration, to ensure the quality of implementation of the Project;
  2. Under the supervision of Jhpiego’s MEL Officer, work closely with IMA World Health’s consortium partner involved in the broader activity design for assessment of immunization service delivery knowledge, attitudes, and practices of private health service providers in selected city LGUs of Laguna under the GB Project;
  3. Attend required training sessions, planning meetings, and check-ins that will be scheduled as needed to ensure harmonization of technical approaches, methodologies, data collection, and progress monitoring with Jhpiego, IMA World Health, and consortium partners;
  4. Provide inputs to the qualitative assessment tools for the private health service providers' assessments.
  5. Coordinate with the PFV-designated Cluster Supervisor for Laguna for the assigned FGD respondents.
  6. Participate in the conduct of FGDs and other qualitative data collection activities as part of the assessment team.
  7. Adhere to data collection protocols, ethical standards, and agreed fieldwork schedules.
  8. Review post-FGD documentation with the Cluster members.
  9. Participate in debriefings and regular technical check-ins organized by the Philippine Foundation for Vaccination (PFV) to ensure alignment in methodology and field protocols.
  10. Coordinate with the Cluster Supervisor in validating completed questionnaires and FGD outputs to ensure data quality.
  11. Participate in the processing of qualitative assessment results with the assessment team.
  12. Ensure secure handling, storage, and transmission of all data collection materials and outputs.
  13. Submit daily summaries, key highlights, and progress updates to the PFV Cluster Supervisor, copying the Jhpiego Gabay Bakuna team.
  14. Document fieldwork challenges, issues encountered, and recommendations for improvement.
  15. Prepare and submit qualitative methodology assessment reports, and summary of monthly progress reports, and the end-of-consultancy terminal report.

Required Qualifications

Educational Background

  1. A graduate with a Bachelor’s Degree in any of the following: Public Health, Nursing, Midwifery, Nutrition-Dietetics, Pharmacy, Medical Technology, Physical Therapy, Occupational Therapy, Speech Pathology, Biology, other Life or Health Sciences, Psychology (or Behavioral Sciences), Social Welfare, Public Administration, Community Development, Development Studies, Statistics, Economics, other Social Sciences, Communication Research, Organizational Communication, or Development Communication.
  2. Applicants with a Master’s degree (or MSc degree, if applicable) in Public Health (MPH), Health Systems and Policy Research (HSPR), Health Promotion, Nutrition, Public Management (MPM), Development Management (MDM), or other equivalent or related degrees that involved qualitative research methodologies will be an advantage.

Professional Experience

  1. Minimum of at least two to three (2-3) years of research experience in qualitative data collection or health assessments in any of the following areas: public health, immunization, food and nutrition surveys, mental health, community-based field trials, or social science research;
  2. Experience in working with health service providers, health professionals, and local government units is an advantage.
  3. At least one (1) year of experience working with teams of development agencies, international or local non-government, non-profit organizations, international or local research organizations involved in qualitative data collection or qualitative health assessments in any of the following areas: public health, child health, or mental health interventions, demographic and health surveys, immunization surveys, food and nutrition surveys, community-based field trials, or social science-related researches;
  4. Has familiarity with the local context of Laguna, nearby or contiguous provinces, or the CALABARZON region.

Technical and Functional Competencies

  1. Knowledge of public health, the Philippine health system, National Immunization Program, private sector immunization issues, vaccines and vaccination concerns, measles or polio outbreaks;
  2. Strong understanding of project management and the relationship between data collection and project activities;
  3. Proficiency in Microsoft Office and data management tools, and software applications, e.g., Word, Excel, PowerPoint, etc.; knowledge in qualitative research software will be an advantage.
  4. Excellent verbal and written communication skills in English and Filipino, including technical writing; and
  5. Strong organization, problem-solving, and multitasking skills, and detail-oriented

Other requirements

  1. Willing to travel within Metro Manila, Laguna, and other Region IV-A areas (Cavite, Batangas, Rizal, and Quezon) as needed.
