Jhpiego is an international nonprofit organization for health affiliated with the Johns Hopkins University in Baltimore, Maryland, USA. In the Philippines, Jhpiego has been present since the 1980s, working in various areas, including maternal, newborn, child, and adolescent health, immunization, reproductive health and family planning, and women's cancers. Jhpiego is working in partnership with the Department of Health (DOH) to provide technical assistance to the Philippines’ National Immunization Program’s (NIP) activities towards immunization recovery and efforts to reach unimmunized (or “zero dose” immunization status) and under-immunized children.
In 2020, an estimated 17 million children worldwide were completely unvaccinated against diphtheria, tetanus, and pertussis in 10 countries where 65% of these children live. The Philippines was included among the 10 countries with the highest number of unvaccinated children for the said diseases, or what are called “zero-dose” children. Hence, the United States Centers for Disease Prevention and Control (USCDC) has included the Philippines as one of the countries in Asia for a project on consequential geographies to address zero-dose children, measles, polio, and vaccination during public health emergencies. The “Gabay Bakuna” Consequential Immunization Geographies Initiative Project calls for action to build human resource capacity, identify problems at their source, and co-develop and implement locally tailored solutions. The Project aims to prevent, detect, and respond to vaccine-preventable disease outbreaks at the national and subnational levels, anchored on strategies 1) strengthening immunization services in targeted subnational areas, and 4) fostering immunization program sustainability.
The Project’s scoping and assessment activities, aside from the Rapid Expanded Programme of Immunization (EPI) Review, will assess practices of private immunization service providers (e.g., pediatricians, nurse-midwives, or family medicine specialists) in selected LGUs of Cavite and Laguna. Through this project component, the DOH CHD IV-A, the Provincial and the City Health Offices of the said LGUs will be equipped to understand the situation of immunization service delivery and the role of the private sector in complementing the public health immunization program of the national government. In partnership with other Gabay Bakuna partners, Jhpiego’s GB co-implementor IMA World Health (IMA WH) has tapped the Philippine Foundation for Vaccination (PFV) and the Integrated Midwives Association of the Philippines (IMAP) to undertake the assessment. PFV will lead the assessment, as outlined in the concept note and protocol approved by the GB partners and CDC.
The Project is looking for a “Health Researcher [Qualitative Methods]” who will be contracted as a shortterm consultant. He/She will participate in the Private Health Service Providers Assessment Team to be deployed in Laguna. The consultant will be involved in the qualitative component of the assessment, which will involve focus group discussions (FGDs) and key informant interviews (KIIs) with a purposively selected subset of providers and key stakeholders. Participants for the qualitative component will be strategically selected based on their survey responses to ensure representation of different KAP profiles, practice settings, and geographic locations. These sessions are designed to explain unexpected quantitative findings, explore significant relationships identified in the survey data, and elaborate on barriers and motivators that emerged as statistically significant or practically important. FGDs will explore collective experiences and group dynamics, while KIIs will capture individual narratives, motivations, and systemlevel views that help interpret and contextualize the quantitative patterns.
The consultant will participate in planning and training sessions jointly organized by IMA WH, together with its consortium partner, and Jhpiego. He/She will also work closely with the US CDC representatives, other Gabay Bakuna partners, and the concerned offices of the DOH Health Promotion Bureau, NIP, the DOH CHD IV-A Regional Immunization Team, Health Education, Promotion, and Communication Management Unit. He/She shall be involved in the qualitative assessment of private health service providers on childhood routine immunization.
