Overview

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.  

 

Under the supervision of the Technical Director, the Child Health and Vaccination (CH/I) Technical Advisor will provide technical oversight of all child health and immunization activities and results. S/he will work closely with members of the MCGL team, Bangladesh Ministry of Health & Family Welfare (MOHFW) and partner counterparts in MCGL-supported districts to strengthen health care services for children under five with a focus on prevention and management of leading causes of child mortality (pneumonia, diarrhea, acute malnutrition) and for small and sick newborns (SSNBs) with a focus on prematurity/low birth weight, possible serious bacterial infection, asphyxia and other complications.  S/he will be responsible for ensuring the technical quality of all child health, SSNB and immunization activities.

 

S/he will be the lead MCGL CH/I technical specialist and should have deep clinical expertise and experience working with MOHF and other stakeholders to implement child health and immunization programs in the Bangladesh context to reduce preventable newborn and child deaths and improve newborn and child health outcomes.

Responsibilities

Technical  

  • Support MOHFW and local partners to develop and/or update or adapt evidence-based training materials, standards, job aids, and curricula, for delivery of high-quality child health and vaccination services 
  • Work with the project Technical Director and Technical Advisors to support integrated MNCH+N project activities 
  • Oversee mentoring and capacity building for health workers [doctors, nurses, midwives], professional associations, and local partner staff, in provision of quality child health, SSNB and vaccination services
  • Oversee mentoring at the facility level to support health facilities to provide and sustain quality child health and immunization services, including prevention, screening and care of children with acute malnutrition and care of small and sick newborns
  • Oversee procurement of applicable child health and vaccination commodities in line with MOHFW standards and guidelines
  • Lead innovative approaches for strengthening quality and efficiency of child health, SSNB and vaccination services 
  • Work closely with the MOHFW and the relevant national authorities and key stakeholders to improve quality of child health care, SSNB and immunization services
  • Coordinate closely with other relevant U.S. Government (USG) and non-USG projects to identify synergies for improving child health, SSNB and vaccination services
  • Collaborate with Monitoring & Evaluation and QI colleagues to improve and monitor quality of child health, SSNB and immunization services using routine health information system data as feasible

 

Program Implementation 

  • Work closely with the COP, Technical Director and MCGL staff to set and achieve project child health, Small and Sick Newborn and vaccination priorities and results, and respond to requests from counterparts and local partners
  • Lead development, implementation and monitoring of child health, SSNB and immunization activities in the project integrated work plan, working in collaboration with MCGL staff, the MOHFW and partners to align with government priorities and ensure timely implementation 
  • Work with the M&E team to design and implement the M&E plan to regularly track data/results related to child health, SSNB and immunization activities to adjust program activities as needed
  • Collaborate with stakeholders and implementing partners to ensure that project activities are responsive to and align with national and USG priorities.  
  • Document successes, lessons learned and challenges in implementation and prepare and contribute to timely quarterly and annual reporting of project child health, small and sick newborn and immunization activities
  • Oversee local partners’ child health, small and sick newborn and vaccination technical/implementation activities and mentor and monitor local partners’ technical staff and their work plan activities 

Required Qualifications

  • Medical graduate (MBBS) degree with at least 8 years of experience providing newborn and pediatric clinical care and supporting the design and implementation of child health and immunization programs in the Bangladesh context (preferably at primary and hospital level).
  • Up to date with global recommended best practices in the provision of high-quality child health, small and sick newborn and vaccination services.   
  • Excellent knowledge of the public and private health system in Bangladesh and implementation environment 
  • Flexibility to adapt to changing work environments and conditions
  • Excellent verbal and written communication skills
  • Strong inter-personal and supervisory skills, including the demonstrated ability to lead, mentor and coach technical staff  
  • Ability to work independently and with team members and partners at all levels 
  • Strong analytical and conceptual skills and the ability to think and plan strategically 
  • Familiarity with U.S. Government's administrative, management and reporting procedures and systems 
  • Fluency in written and spoken English strongly preferred  
  • Ability to travel across the program implementing areas up to 40%. 

Preferred Qualifications

Skills and Competencies

  • Experience selecting, monitoring and analyzing child health and vaccination indicators using routine data in the Health Management Information System
  • Experience supporting programs for acutely malnourished children at primary and hospital level in the Bangladesh context
  • Experience supporting programs for small and sick newborns at hospital level in the Bangladesh context
