Overview

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated maternal, newborn child health and nutrition (MNCH+N) services by distributing life-saving commodities, medicines, and vaccines, and strengthening critical health care services for pregnant women, newborns and children under five. The project strengthens safe childbirth services for mothers and babies, vaccinates children, treats deadly conditions and malnutrition, and controls disease outbreaks.  

 

The Quality Improvement (QI) Advisor will work closely with the MCGL Technical Director, members of the MCGL team, Bangladesh Ministry of Health & Family Welfare (MOH&FW) and partner counterparts in MCGL-supported districts to deliver quality technical assistance to strengthen quality improvement (QI) and quality assurance (QA) systems and processes for improved MNCH+N outcomes, leveraging established MOH&FW processes and guidelines.

 

The QI Advisor position is the lead MCGL QI technical specialist and should have experience designing, implementing and monitoring multi-site QI initiatives  working with local stakeholders in the Bangladesh context, including: articulation of clear measurable improvement aims focused on important quality problems; selection, regular measurement, visualization and analysis of trends in quality of care (QoC) indicators using Health Management Information System (HMIS) data; application of QI methods to analyze root causes of quality problems and identify and test local changes to address gaps; supporting shared learning for local solutions within and across districts.  Ideally, the QI Advisor will have clinical skills in at least one MNCH+N technical area (e.g., maternal health, child health).

 

The QI advisor should have experience building QI competencies of key actors including District managers and front-line health care workers, applying adult learning best practices (e.g. competency-based on-site training reinforced through supervision and mentoring via blended mobile and in-person platforms.)

Responsibilities

Quality and Monitoring Responsibilities

  • In collaboration with key stakeholders, including the Bangladesh Ministry of Health & Family Welfare (MOH&FW), support the design and execution of strong technical support for quality management functions in MCGL-supported districts, including QI and QA systems, leveraging local structures and processes
  • Support the design, implementation and monitoring of district-wide multi-site QI initiatives focused on critical quality of care (QoC) gaps in essential MNCH+N services
  • Collect, analyze, and interpret clinical data to identify trends and areas for improvement.
  • Support articulation of clear measurable improvement aims and selection of QoC indicators using existing HMIS data
  • Establish or strengthen capacity of managers and multi-cadre QI teams to apply quality improvement methods and tools including analysis of clinical workflows and processes, FMEA, Histograms, Pareto charts, root cause analyses, rapid improvement cycles (e.g. plan do study act) to improve quality of care
  • Support identification and documentation of root causes for poor performance of high impact interventions through provincial and district QA/QI committees.
  • Support mechanisms for regular sharing of learning, including documentation and dissemination of local solutions for common QoC problems within and across MCGL-supported districts
  • Oversee technical support for regular monitoring, visualization, analysis and use of QoC results within and across facilities and districts to improve care and communicate results to key stakeholders
  • In collaboration with the Technical Director, s/he will ensure that necessary MCGL planning, budgeting and management activities occur to facilitate smooth and efficient implementation of program activities.

Leadership Responsibilities

  • Contribute to the development and implementation of strategic quality improvement plans.
  • Align quality improvement initiatives with Bangladesh Ministry of Health and Family Welfare (MOH&FW) priorities and strategies and with project goals and objectives.
  • Foster and establish productive working relationship with MOH&FW colleagues
  • Lead and motivate team work to achieve quality improvement goals and foster a culture of collaboration and continuous improvement.
  • Meet and engage with various stakeholders, including patients, staff, government and partners, to align, support and advance quality improvement efforts.
  • Communicate effectively to ensure buy-in and engagement from all stakeholders.
  • Perform or assume other duties as assigned by the technical director and chief of party to ensure the smooth implementation of the program

 

Training and Mentoring Responsibilities

  • Develop and deliver competency-based training and mentoring programs related to quality improvement and patient safety
  • Ensure that training and mentoring materials are up-to-date and relevant to current standards and practices.
  • Assess the effectiveness of training and mentoring programs and make improvements based on feedback and outcomes.
  • Conduct on-the-job training as required to regional and district structures to strengthen QA/QI systems including performance assessments, service quality assessment, and technical supportive supervision.

Required Qualifications

  • Master’s degree in Public Health or related field
  • 5-6 years' experience in the successful design, implementation and monitoring of MNCH+N QI initiatives in the public, private and/or NGO sector in Bangladesh
  • Technically proficient with up-to-date QI skills, including knowledge and mastery of QI methods and tools

Preferred Qualifications

Skills and Competencies

  • Experience supporting QI systems at a subnational level

  • Experience in supporting QI projects to improve service delivery at district/facility level.
  • Strong communication, coaching and mentorship skills for quality improvement and quality assurance
  • Regional/District-level work experience in Bangladesh and solid relationships with the GOB health sector
  • Knowledge of the roles and functions of the different structure of DHOs in Bangladesh
  • Experience in the development of strategic and tactical QI/QA plans in collaboration with a wide range of stakeholders.
  • Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers
  • Familiarity with data in the Bangladesh HMIS and experience selecting QoC indicators and data sources using HMIS and other routine health information data
  • Excellent interpersonal, leadership, writing and oral presentation skills
  • Strong results-oriented, decision-making skills
  • Ability to work in a complex environment with multiple tasks and intense pressure to perform
  • Familiarity with U.S. Government (USG)/USAID donor policies and administrative procedure
