Overview

Location: Eswatini – Hhohho and Shiselweni

 

The Clinical Coordinator is focused on RISE project regional and cluster-level operations, with the responsibility of coordinating and overseeing program implementation at the facility level.  In collaboration with the Senior Clinical Advisors (SCAs), the Clinical Coordinator will provide technical and logistical oversight in the implementation and expansion of integrated quality HIV services at program-supported health facilities and community programming.  

 

S/he will work closely with the SCAs, M&E advisors, and the Ministry of Health (MOH) mentors to set respective priorities, develop cluster implementation plans, and provide overall cluster level leadership and management support in the implementation and monitoring of project activities, ensure the mandatory results, PEPFAR standards and required targets are met by the respective cluster. S/he will work with the regional and project teams to build strong cluster teams and support them to work in a coordinated, rational, and integrated way in the pursuit of project deliverables.

 

Clinical Coordinators will provide just in time support and on coordination of activity implementation, the job skills transfers to MOH mentors,  health facility staff and lay cadres at health facilities in the provision of HIV and TB prevention, care and treatment setvices, including pediatric HIV care and treatment, adherence counselin, laboratory services required for prevention, care and treatment including viral load monitoring, other health screening, referrals and linkages. S/he will also technically collaborate with other organizations and the communities to support HIV services across the continuum of care.  

 

The Clinical Coordinator will also be a liaison between MoH technical advisors and RISE SCAs to tailor assistance based on regional/cluster needs.

Responsibilities

  • Oversees and ensures implementation of life-saving HIV and TB services in designated project facilities and communities (priority tinkhundla).
  • Work with the regional/cluster treams to coordinate the development, implementation and monitoring of regional/cluster work plans aligned to the MOH and RISE project priorities, including relevant activity scopes of work and budgets to support activities. 
  • Supports the RHMT to coordinate the regional multidisciplinary team meetings to review regional data and develop interventions to address any identified gaps
  • Develops and maintains relationships with regional stakeholders, including government agencies, NGOs, and implementing partners to achieve and sustain epidemic control
  • Assists in the development and implementation of regional strategies to improve access to HIV services for people living with HIV, including children and adolescents
  • Directly coordinate the program team and the RHMT in project specific activities in their respective region.
  • In collaboration with SCAs, coordinate development and subsequently provide budget needs for regional/cluster level program activities.
  • Supports regional/cluster team in the coordination, supervision and provision care and treatment (including pediatric care and treatment and advanced HIV care), optimized HTS (HIVST and index testing), HIV prevention limited to PrEP for PBFW, linkages to/and care and treatment support, TB treatment and prevention and other health services at health facilities. 
  • Provides just in time support and on the job skills transfer to regional/cluster teams for the provision of comprehensive and life-saving HIV services across the continuum of care and the clinical management of people living with HIV, integrated TB screening and prevention, and counseling provided at health facilities and outreach sites
  • Provides direct, life-saving clinical services working alongside MOH technical advisors
  • Ensures all clinical procedures at health facilities and outreaches follow national guidelines and protocols developed by the ENAP and meet USG minimum program requirements.
  • Develop patient flow and supports site level standard operating procedures for life-saving HIV services
  • Ensures linkages of newly diagnosed clients to care, in collaboration with health facility staff, including HTS counselors and expert clients 
  • Provide logistic support and oversight of laboratory sample transport and commodities and supplies for HIV services
  • Provides logistical support to MOH mentors, including transport coordination to ensure life-saving health care delivery;
  • Provide on the job skills transfers for counselors and volunteers in HIV, HIVST, PrEP (for PBFW), community and adherence counseling, patient advocacy, case management and partners tracing
  • Works with mentors and facility supervisors to document and share regional successes and strategies in strengthening HIV and TB prevention, care and treatment services
  • Contributes to monthly, quarterly and annual reports, as guided by the Technical Director.
  • Performs other tasks as required by the project

Required Qualifications

  • Bachelor’s Degree in Nursing
  • Robust clinical experience in HIV/AIDS care and treatment, including pediatric HIV and advanced HIV care; NARTIS training
  • Excellent written, presentation, communication, and organizational skills 
  • Prior experience managing and supervising staff in a clinical setting.
  • Registration with the Eswatini Nursing Council
  • Good knowledge and understanding of HIV and TB prevention, care, and treatment issues in Eswatini
  • Good interpersonal skills are essential
  • Strong written and verbal skills
  • Strong analytical skills.
  • Ability to effectively manage others and work as part of a team
  • Ability and willingness to work during weekends and after hours
  • Ability and willingness to undertake frequent in-country travel
  • Fluency in English and SiSwati is required
  • Computer literacy, including use of basic Microsoft packages (Word, Excel & PowerPoint) and statistical packages
