Overview

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.   

 

The Sub Awards Manager is broadly responsible for managing relationships and performance with partners, assessing and onboarding new partners, building their capacity, and providing ongoing support. S/he is also responsible for ensuring their fund disbursement, drafting partner agreements, financial monitoring and staff supervision, and overall coordination for monitoring the burn rate of the project expenses.

  • Review partners’ financial reports and share findings with both project leadership/heads of departments and partners.
  • Ensure partners adhere to all Jhpiego and donor policies and procedures.
  • Assist in developing local processes that align with global policies.
  • Participate directly in preparing partner agreements and amendments.
  • Handle accounting, tracking, and preparation of partner payments.
  • Support the payables team in estimating partner funding needs.
  • Review partner monitoring reports and provide constructive feedback.
  • Conduct pre-award assessments of partners’ financial capacity.
  • Finalize assessment reports and develop cost-effective gap analysis plans.
  • Lead capacity-building initiatives for partners’ finance staff.
  • Plan and deliver training on Jhpiego and donor policies as needed.

Required Qualifications

Qualifications

  • At least 6 years’ experience, of which three at a management level, within the finance department, preferably in international organization
  • Practical experience in budgeting and budget management.
  • Master’s degree in finance/business administration or relevant field

Preferred Qualifications

Skills and competencies

  • Excellent analytical skills – the ability to analyse complex financial data and design and produce effective management information.
  • Clear understanding of local partner/subaward agreements, agreement clauses, and process of partner selection and monitoring
  • Excellent understanding of financial systems and procedures.
  • Hands-on experience in financial management software, and MS Office package, particularly in Excel
  • Experience of general administration work
  • Strong communication and interpersonal skills.
  • Ability to manage a complex and diverse workload and to work to tight deadlines.
  • Excellent written and verbal fluency in English
  • CPA or equivalent degree (CA, ACMA, ACCA) is preferable
