Overview

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.   

 

The MNH Technical Advisor will work closely with the Chief of Party and Technical Director to provide technical support for the whole project in the area of maternal and newborn health (MNH). This position will play a significant role in providing technical oversight, strategic direction, guidance and measurement as well as capacity building of the project’s MNH activities. S/he will be responsible for the technical quality assurance of the project.

 

S/he will need to have demonstrated excellence in the context-appropriate design and delivery of state-of-the-art interventions to improve quality of MNH services to reduce maternal and newborn deaths in targeted districts.

Technical

  • Support MoH and national partners to develop and/or update or adapt evidence-based training materials, standards, job aids, and curricula, supervisory systems to improve access and delivery of high-quality MNH services
  • Provide technical oversight, strategic direction and definition of integrated MNH project activities
  • Provide mentoring and capacity building at the individual and organizational levels (including health workers [doctors, nurses, midwives], professional associations, and local partner staff) in MNH and quality of care
  • Provide and facilitate mentoring and capacity building at the facility level to support health facilities to achieve accreditation
  • Lead on aspects related to project implementation, demand generation, and procurement support for MNH commodities across project sites as required
  • Lead the formulation of innovative approaches for implementation of targeted MNH services
  • Work closely with the MOH and the relevant national authorities and relevant key stakeholders to improve quality of care
  • Coordinate closely with other relevant U.S. Government (USG) and non-USG projects to identify synergies for improving MNH quality of care
  • Work closely with Monitoring & Evaluation colleagues to ensure quality in data collection, data use for decision-making, and prioritization of interventions aligned with quality improvement practices  

 

Program Implementation

  • Provide technical leadership to the development of the project technical implementation plan, work plan, and project monitoring, in close collaboration with MOH, the donor, and other stakeholders to ensure timely implementation
  • Work closely with the COP and Technical Director on setting and completing project MNH priorities and directions, and responding to requests for support from counterparts
  • Work with the M&E team to design and implement the M&E plan to regularly track data/results related to MNH to inform adjustments in project implementation
  • Collaborate with all local stakeholders and implementing partners to ensure that project activities are responsive to and in line with national and USG priorities.
  • Document successes, lessons learned and challenges in implementation and prepare and contribute to timely quarterly and annual reporting of project activities as needed (country level and global reporting)
  • Oversee local partners’ MNH technical/implementation activities and mentor and monitor local partners’ MNH technical staff and their work plan activities

Required Qualifications

Qualifications

  • Medical graduate (MBBS) degree with at least 8 years’ experience in the design and delivery of maternal and newborn health programs.
  • Up to date with global recommended best practices in the provision of high quality and respectful MNH care.

Preferred Qualifications

Skills and competencies

  • Possess detailed knowledge and practical experience in applying quality of care measurement, quality improvement and assurance techniques and tools, and accreditation.
  • Excellent knowledge of the public and private health system in Bangladesh and implementing environment
  • Flexibility to changing work environments and conditions will be essential.
  • Excellent communication skills and strong interpersonal and supervisory skills, including the demonstrated ability to lead, mentor and coach technical staff
  • Ability to work independently and with team members and partners at all levels
  • Strong analytical and conceptual skills and the ability to think and plan strategically
  • Familiarity with U.S. Government's administrative, management and reporting procedures and systems
  • Fluency in written and spoken English strongly preferred
  • Ability to travel across the program implementing areas up to 40%.
