Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development family planning, malaria, and IPC/WASH. 

 

The RISE project is a five-year global USAID-funded project, with a period of performance from Apr. 15, 2019 – Dec. 30, 2027.  RISE supports countries to respond to the HIV epidemic and COVID-19 pandemic by providing technical assistance, service delivery, research, and cross-cutting health system innovations. RISE partners with ministries of health, local stakeholders, and nongovernmental organizations in more than 25 countries around the world to advance strategic and policy objectives to control the transmission of HIV and COVID-19. Working across the HIV prevention, care, and treatment cascade, RISE bridges country-led efforts to reach the UNAIDS 95-95-95 goals by 2030. To address the COVID-19 pandemic, RISE provides short-term, emergency response aid, alongside longer-term health systems strengthening, to achieve pandemic preparedness. Targeted technical assistance includes strengthening health information systems, human resources for health, supply chain, and health financing. 

 

The RISE project is looking to hire a Senior Monitoring, Evaluation, Learning and Reporting (MERL) Advisor. The Senior M&E Advisor will provide operational leadership and drive the implementation of M&E activities working with the M&E Advisors on all program areas. Oversees data quality assurance, data cleaning processes, informatics and reporting. Ensures the intersection of program data with business intelligence and digital health technology.

Responsibilities

  • Oversee and ensure implementation of quality M&E services across all program areas.
  • Coordinate data collection, processing, analysis and preparation for development of reports to donor, HQ and other relevant stakeholders.
    • Ensure Quarterly, SAPR and APR data are accurately prepared, captured and submitted into PEPFAR DATIM online system; Database preparations/updates, Data mining for staging.
    • Update Data warehouse Data marts with DATIM data element codes, org unit codes to facilitate DATIM results import file exports for DATIM upload for all indicators.
    • Work with Data.Fi to create data companion files and routinely review data outputs from companion file before each quarterly submission.
    • Perform data quality checks and validations of results before DATIM import (MER results,
    • Work with HR and Finance Departments to prepare HRH expenditure, financial expenditure for DATIM reporting.
  • Ensure good data quality across all program areas, projects and indicators;
    • Develop and maintain agile Data Quality Assurance Strategy.
    • Document DQA SOPs.
    • Coordinate routine data quality assessments.
    • Profile data gaps from CMIS, develop routine data cleaning SOPS and coordinate proactive routine data cleaning activities.
  • Lead the development and implementation of a comprehensive internal management information system for routine data management through development of data pipelines, storage, processing and visualization working with the MIS Officer.
  • Develop innovative M&E systems to ensure availability of good quality and granular data across all program areas, projects and indicators.
  • Develop and maintain documented data management processes and systems that manage and protect the organizations project(s) data (Data collection and data acquisition from MOH, Data storage and processing, data analytics solutions, data visualization platforms).
  • Represent the organization in GIS TWG, Data management Team working meetings or informatics related technical meetings.
  • Provide direct supervision to M&E Advisors and MIS Officer. Other supervisees maybe assigned as needed.
  • Lead data governance activities; develop dataset data dictionaries, manage MOH-SID approval processes for data sets and tools.
  • Coordinate major data use activities (internal quarterly review meetings, weekly meetings, MDT meetings, ReHSAR, NaHSAR, CMIS indabas) to support informed program decision-making; consolidate program data use requirements; develop standard data use packages (analysis plans, PBI visuals, ppt. templates etc.); develop data review checklist.
  • Obtain existing GIS databases and shape files as needed. Compile geographic primary and secondary data from a variety of sources including censuses, field observations, satellite imagery, aerial photographs, and existing maps.
  • Evaluate user requirements for GIS; Perform GIS analysis. Also upon request from County staff, analyze spatial data for geographic statistics to incorporate into documents and reports.
  • Lead the development and implementation of a digital health strategy that will optimize decision making, health service delivery and technical assistance.
  • Fully understand client care service deliveries within the projects and accordingly provide technical leadership in designing, development and setting timelines for the necessary digital health related solutions.
  • Explore and mobilize digital health technology expertise to support whenever required.
  • Effectively communicate the “business case” of digital health solutions to diverse audiences, both written and verbally.
  • Stay up-to-date on trends in the digital health landscape, such as new features from digital health partners, donor digital priorities, and best practices in digital health project implementation and scope potential future technologies.
  • Facilitate internal and external visibility of digital health success stories to enable new funding opportunities.

Required Qualifications

  • Master’s degree in social sciences, Public Health, Information Sciences or Statistics with 7 to 8 years of progressively responsible and directly relevant experience required. Or an advanced degree in public health, demography, statistics, social sciences or related field or equivalent experience.
  • At least 5 years’ experience leading M&E activities in the health sector.
  • Demonstrated experience conducting data quality assessments, data analysis and presentation, and reporting, including proficiency with one or more statistical software packages (e.g., SPSS, Stata, Epi Info, MS Access) and Microsoft Office
  • Ability to coach, mentor and develop technical capacity of colleagues and partners, with a preference for additional experience hiring and supervising M&E staff
  • Strong management, coordination, teamwork and planning skills with a proven ability to establish and maintain interpersonal and professional relationships with donors, government partners and other key stakeholders
  • Expertise in research/program evaluation preferred
  • Excellent verbal, written, and presentation skills in English
  • Familiarity with USAID reporting preferred
  • Ability and willingness to travel nationally 30% of time
