Overview

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.   

 

Jhpiego seeks a Government Relations Advisor for its MCGL project who will be mainly responsible for developing and maintaining strategic linkages and relationships with key Government of Bangladesh (GOB)ministries at national and regional levels, as well as maintain a strong relationship with NGO Affairs Bureau (NGOAB).

  • Throughout the life of the project, identify and continue to map key ministries and governmental departments that MCGL will partner and collaborate with to achieve the project’s goals
  • On behalf of the project, cultivate strong relationships with relevant ministries and departments.
  • In close coordination with the Chief of Party (COP), network with non-government organizations (NGOs), international non-governmental organizations (INGOs), United Nations (UN) bodies, and policymakers to ensure close collaboration in project implementation areas and avoid duplication of life-saving efforts across implementing partners
  • In close coordination with the subawards manager and global awards team, ensure full compliance with Government of Bangladesh regulations, including those from the NGO Affairs Bureau.
  • Review and ensure submission of required NGO Affairs Bureau forms (e.g., FD2, FD3, FD4, FD6, FD9, FC1) in a timely manner
  • Throughout the life of the project, train project staff on NGO Affairs Bureau rules, regulations, and reporting requirements.
  • Monitor the status of project approvals within GOB processes and follow up as needed.
  • Maintain active collaboration with local administration authorities to ensure smooth project operations at the district and lower levels of the health system.
  • In close coordination with the COP, liaise with the Ministry of Home Affairs and other relevant ministries.
  • Coordinate with the Special Branch of Police and National Security Intelligence for liaising and clearances.
  • Ensure security registration for all expatriate personnel.
  • Secure work permits for all international staff through relevant authorities.
  • Obtain and maintain valid visas for all international team members.

Required Qualifications

Qualifications

  • At least 7 years of working experience in Government of Bangladesh service, especially at the Deputy Secretary or Senior Assistant Secretary level.
  • Advanced knowledge of the GOB administrative structure and protocols, especially with NGOAB, immigration, and relevant Ministries and Directorates.
  • Master's degree in any discipline from a reputable university

Preferred Qualifications

Skills and competencies

  • Willingness to work in an NGO environment under A donor-funded project, especially in a results-driven, fast-paced environment
  • Experience in an administrative job especially as a GOB liaison for 3 years is preferred
  • Excellent interpersonal and communication skills, including in Bengali (required) and English (preferred) languages
  • Ability to build close working relationships and networks with diverse stakeholder groups, particularly with High-ranking government officials of Ministries and NGOAB
