Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development family planning, malaria, and IPC/WASH. 

 

The RISE project is a five-year global USAID-funded project, with a period of performance from Apr. 15, 2019 – Dec. 30, 2027.  RISE supports countries to respond to the HIV epidemic and COVID-19 pandemic by providing technical assistance, service delivery, research, and cross-cutting health system innovations. RISE partners with ministries of health, local stakeholders, and nongovernmental organizations in more than 25 countries around the world to advance strategic and policy objectives to control the transmission of HIV and COVID-19. Working across the HIV prevention, care, and treatment cascade, RISE bridges country-led efforts to reach the UNAIDS 95-95-95 goals by 2030. To address the COVID-19 pandemic, RISE provides short-term, emergency response aid, alongside longer-term health systems strengthening, to achieve pandemic preparedness. Targeted technical assistance includes strengthening health information systems, human resources for health, supply chain, and health financing. 

 

The RISE project is looking to hire a Monitoring, Evaluation, Learning and Reporting (MERL) Advisor. The M&E Advisor provides high quality TA to national programs working with the MOH-SID M&E unit staff for specific programs. They also provide direct intense site support for Health centers and Hospitals and tiered support to clinics and PHU’s based on facility performance and data quality issues working with regional cluster teams and M&E Officers to provide M&E support.

Responsibilities

The Monitoring and Evaluation (M&E) Advisor is technically adept in clinical guidelines and M&E, under the direct supervision and guidance of the Senior M&E Advisor. The M&E Advisor also has a dotted reporting line for the NERCHA M&E Officers who subsequently supervise Data Clerks at facility level in allocated regions.

 

  • National level M&E technical assistance:
  • Provide high quality M&E technical assistance to the respective MOH programs (SRH, NCCU, ENAP, Community) and program associated M&E Officers in the MOH M&E Unit within the SID Department to:
    • Prepare data and present in TWGs.
    • Compile data and document annual MOH program reports.
    • Track performance, coordinate and participate in national programs monthly performance review meetings for MOH Units respectively (SRH, NCCU, ENAP and Community).
    • Provide M&E TA in disease guideline documents reviews and developments.
    • Facilitate CMIS modules development processes and routine updates.
    • Coordinate and implement national DQAs for respective programs.
    • Support MOH in national training of health care workers in M&E activities.
  • Provide M&E technical assistance to sub grants as assigned to provide oversight, conduct data verifications and conduct data reviews.
  • Directly participate in the design, planning and implementation of quality M&E activities for all program areas as allocated.
  • Work closely with the clinical team for respective thematic areas to increase and enhance the quality and use of health information.
  • Implement the data quality strategy for improved quality of data along the data transition cascade.
  • Work with associated clinical leads and Senior M&E Advisor to prepare data products for all internal data use platforms including preparing data for all ad-hoc data requests.
  • Regional level technical assistance: The M&E Advisor will work with RHMTs to build capacity on M&E and coordinate regional M&E activities including:
    • Providing technical support and capacity strengthening of the regional SID teams
    • Conducting quarterly coordination meetings with regional SID to review work plan progress and synergize activities.
    • Supporting to the RHMT in preparing regional work plans and conducting quarterly performance reviews.
    • ReHSARs support – planning, performance review analysis, delivering the presentations, coordination the review meetings and providing logistic support.
    • Cluster meetings support – work with the NERCHA M&E Officers in planning, performance review analysis, delivering the presentations, coordination the review meetings and providing logistic support.
    • Implementing data quality assurance systems and processes.
    • Dotted line supervision and capacity building of the regional M&E mentors (NERCHA M&E Officers)
    • Coordinating quarterly PEPFAR SIMS visits to Hhohho and Shiselweni regions.
  • Facility technical assistance: The M&E Advisor will work with the regional SID and regional M&E mentors (NERCHA M&E Officers) to support facilities produce high quality data through:
    • Conducting regular site visits to oversee support provided by the M&E team and address any gaps identified.
    • Assisting supported sites to record patient level data accurately in CMIS and any other standard national data collection tools.
    • Ensuring supported facilities have adequate supply and are using standard MOH data collection tools.
    • Identifying and training facilities that need training on data collection tools and provide continuous mentoring.
    • Providing routine direct supportive supervision for data quality improvement in Health Centers and Hospitals.
    • Participating in monthly MDTs to assist in improving site level data quality.

Required Qualifications

  • Bachelor’s degree in social sciences, Public Health, Information Sciences or Statistics with 6 to 7 years of progressively responsible and directly relevant experience required. An advanced degree in public health, demography, statistics, social sciences or related field is preferable.
  • At least 5 years’ experience leading M&E activities in the health sector.
  • Demonstrated experience conducting data quality assessments, data analysis and presentation, and reporting, including proficiency with one or more statistical software packages (e.g., SPSS, Stata, Epi Info, MS Access) and Microsoft Office
  • Have extensive experience in the following areas:
    • Project and program evaluations
    • Experiene with woking in an environment where multiple institutions implement programs
    • Quatitative and qualitative research methods
  • In addition the Advisor must be proficient in data management, report writing and the use of statistical software packages, especially SPSS;  
  • The Advisor will be expected have a good understanding of health sector policies and strategies, and their implementation in developing countries.
  • Excellent verbal, written, and presentation skills in English
  • Ability and willingness to travel nationally 30% of time

The project is seeking three (3) M&E Advisors based in Mbabane, Eswatini.
