Overview

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.   

 

Jhpiego seeks a Chief of Party (COP) for its MCGL project to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for MCGL Bangladesh. MCGL Bangladesh will provide support to the GOB and Partners, with aims to promote and provide quality maternal and child health services to the population of Bangladesh.

 

The COP will have the overall responsibility for leadership and management and reporting of all project activities in Bangladesh. The COP will be responsible for making key decisions and solving problems in short time frames while ensuring operational and project quality and integrity. S/he will be supported by the project leadership team and the leadership of MCGL’s Global Award to address issues requiring MCGL’s Agreement Officer’s Representative (AOR) core team involvement. They will serve as the project’s main point of contact with the U.S. Government/Department of State (USG/DOS) and the GOB on routine and strategic matters. The COP will ensure effective organizational management and communication with the Bangladesh country government and key stakeholders at all levels, including regional local partners.

  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets
  • Continually reinforce and reaffirm the aims of this U.S. Government/Department of State field buy in to succeed in implementing the project’s goals and activities, and demand ways of operating and working from both local and global project advisors that are consistent with those aims
  • Ensure the project is technically sound, evidence-based, and responsive to the needs of GOB, its people, and U.S. Government/Department of State
  • Work closely with local institutions, primarily the Bangladeshi Health Communication and Awareness Directorate and Bangladeshi Woman and Child Health Directorate, but also other Bangladeshi organizations that will be engaged in the project, including possibly community-based organizations engaged in work under PFHP.
  • Ensure compliance with the terms of the award and organizational compliance and adherence to policies and guidelines
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to the donor, other key stakeholders, and through meetings and presentations
  • Provide overall technical leadership and ensure the quality and sustainability of interventions
  • Collaborate with the project team and consortium partners to build capacity in the area of maternal, child, and newborn health and immunization and nutrition, information and knowledge management systems, monitoring and reporting procedures.
  • Negotiate working agreements with the Ministry of Health, local health authorities, and local partners to outline terms of mutual accountability in delivering results to USG/DOS and hold all parties accountable; and to review and renegotiate them as needed.
  • Lead work planning processes with the project team, and in close collaboration with USG/DOS, MoH, and health directorate offices, key stakeholders, partners, and ensure effective resource planning and utilization
  • Responsible for the overall management of the project budget and ensure the project delivers on time, on scope and on budget
  • Oversee the preparation and timely submission of quality project reports to the donor, inclusive of both U.S. Embassy level reporting and contributing to global reporting requirements
  • Participate in relevant technical working groups and other knowledge exchange forums and provide technical leadership and guidance as required
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Lead and motivate the project team, ensuring high levels of performance across all areas, fostering a culture of critical problem solving, innovation and strategic thinking
  • Provide guidance, in collaboration with project and global staff, to sub-grantees and partners to ensure they deliver on their scope
  • Work with Monitoring and Evaluation (M&E) staff to effectively track data/results
  • Work with finance and project staff to develop and track project budgets

Required Qualifications

Qualifications & Experience

  • Advanced degree in health administration, medicine, nursing, health sciences, public health, public policy or administration, or a related field
  • 10+ years in a senior level position overseeing large and complex awards
  • Proven ability to facilitate and negotiate complex agreements with diplomacy, while remaining focused on end results
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Prior experience and expertise in maternal, child, and newborn, immunization, or nutrition global programs
  • Experience working with sub-grantees

Preferred Qualifications

Skills & Competencies

  • Strong analytical and critical thinking skills and ability to translate data into action, and communicate results to wide ranging audiences
  • Intimate understanding of health and/or population welfare systems in Bangladesh
  • Experience hiring and supervising personnel and ensuring they meet evolving project need
  • Prior experience with Government-to-Government agreement mechanisms
  • Prior maternal and child health program management experience in diverse countries and settings
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and representatives from other key stakeholders such as NGOs
  • Previous experience working on U.S. Government-funded projects, matched with an in-depth knowledge of U.S. Government regulations, compliance and reporting requirements
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in Bengali and English
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Ability to travel nationally and internationally (if required)
