Overview

 

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.   

 

The Senior M&E Advisor will provide leadership and guidance to ensure best in class measurement approaches, implement systems that support having the right data available and of sufficient quality so that data are actionable and project teams are analyzing and using data for timely routine reporting, iterative learning, program improvement and evaluation. 

Responsibilities

  • Provide leadership and direction on M&E to support the MCGL project in achieving its goals and corresponding objectives and targets
  • Apply the global project logic model, results framework, M&E plan and work plan to adapt/ finalize the Performance Monitoring Plan including indicators, data sources, targets
  • Establish standard operating procedures for ensuring timely, high-quality reporting of required data
  • Develop/ adapt work plan and budget for critical M&E-related activities
  • Produce standardized monthly reports on PMP indicators
  • Design, implement and supervise M&E activities and trainings to ensure staff are standardized and oriented on PMP and reporting process
  • In collaboration with global M&E and digital health staff, ensure DHIS2 is configured and PowerBI dashboards are set up for routine data capture and visualization of results
  • Lead routine data review meetings to use data to contribute to strategic decision making and project planning in close collaboration with project management and technical staff 
  • In collaboration with the COP and/ or Country Director, program staff, support development of proposals or other business development opportunities
  • Contribute to annual work planning
  • Document, write progress reports (monthly, quarterly and annual reports), and disseminate program-related data. Liaise with other business units to ensure a timely submission of progress reports
  • Responsible for entering relevant data into donor databases as part of official mandatory project reporting Collaborate on the writing of relevant data-driven abstracts and manuscripts for publication
  • Enhance systems for routine data collection and M&E feedback to Technical Advisors, government and other stakeholders
  • Ensure high-quality implementation of M&E activities, consistent with Jhpiego, donor and national monitoring and evaluation guidelines, protocols, information and reporting systems
  • Provide structured supervision and coaching to health facility staff, other project M&E and other staff, particularly at partner level on use of government and/ or project-based registers, reports and other tools to capture high-quality Performance Monitoring Plan and Quality Improvement data 
  • Support M&E officers to work with MNCH leads to support health facility staff to enhance measurement of QI aims, conduct root cause analysis, develop prepare annotated run charts, track changes and improvements, and share lessons learned 
  • Work with financial staff to manage M&E budget
  • Supervise a team of M&E and data systems staff where applicable
  • Represent Jhpiego in public and professional circles through meetings, conferences, and presentations and cultivate relationships and liaise with other partners and MOH colleagues
  • Support the implementation of other program activities as needed
  • Work with the Global MERL team and project directors to ensure knowledge and implementation of Jhpiego’s Data Compliance requirements (Human Subjects, Open Data, Data Quality etc.)

Required Qualifications

Qualifications

  • 8+ years' experience leading M&E activities in the health sector, especially maternal, newborn, child health and nutrition
  • Advanced Degree (Masters or higher) in public health, information sciences, statistics or social sciences
  • Extensive experience with MS-Excel, MS-PowerPoint, DHIS2, SPSS / STATA. Experience with PowerBI a bonus.
  • Demonstrated experience setting up M&E systems to report frequent reporting

Preferred Qualifications

Skills & Competencies

  • Skilled in providing technical assistance to health care providers and other health facility staff to strengthen completeness of facility registers, reports and use of data to improve service delivery process and outcomes
  • Skilled in data management and analysis, data interpretation and report writing.
  • Excellent skills in building and maintaining relationships within the team, with donors, MOH and other partners.
  • Practical experience in working with government structures (MOH, county health departments), health information systems (especially DHIS2) 
  • Strong analytic skills and solid understanding of database concepts are required with aptitude to work proactively, independently, deliver results, work in high pressure situation, deal with multiple partners including the district level MOH&FW is necessary.
  • Conducting data quality assessments, data analysis and presentation, and reporting
  • Ability to coach, mentor and develop technical capacity of colleagues and partners, with a preference for additional experience hiring and supervising M&E staff
  • Strong management, coordination, teamwork and planning skills with a proven ability to establish and maintain interpersonal and professional relationships with donors, government partners and other key stakeholders
  • Excellent verbal, written, communication and presentation skills in English
  • Familiarity with Bangladesh HMIS and US government reporting preferred
  • Ability to travel nationally 30% of time
