Overview

Jhpiego seeks a qualified and experienced Heath System Advisor to lead the design, implementation, and oversight of robust data quality systems for the Orphans and Vulnerable Children (OVC) project. The HSA will be responsible for ensuring the accuracy, integrity, security, and usability of program data across all levels of implementation. The position will oversee database management, data architecture design, data quality assurance (DQA), reporting systems, and the rollout of digital platforms such as e-OVC. This role will be pivotal in strengthening data-driven decision-making and ensuring donor compliance with reporting standards (e.g., PEPFAR, USG, DATIM).

Responsibilities

  • Design, develop, and modify data infrastructure to accelerate the processes of data analysis and reporting
  • Develop standards of operation when handling and archiving data
  • Maintaining data management plans and instructions for operating complex business systems
  • Ensure interoperability and integration with national HIS platforms (e.g., DHIS2, SIS-MA) and PEPFAR systems (e.g., DATIM, MER indicators).
  • Oversee the integration of new technologies and initiatives into data standards and structures
  • Evaluate the design, selection, and implementation of database changes by comparing them with business requirements and design documents
  • Assess system performance and make recommendations for hardware, software, and data storage improvements
  • Ensure data and information security by integrating and upholding digital security systems
  • Support the Design, implementation, and maintenance of project databases to meet user requirements and project data needs (Including weekly, monthly and quarterly reports automation).
  • Coordinate the development, deployment and rollout of e-OVC platform across implementing partners.
  • Create and maintain dashboards and visual analytics using tools such as Power BI, Tableau, or DHIS2 analytics to support performance monitoring and adaptive programming.
  • Support project teams with customized performance dashboards to identify data trends, gaps, and guide programmatic decision-making.
  • Build the capacity of project staff in the use of the project Data Management systems
  • Conduct routine data quality assessments on program databases and provide ongoing support to Project and partner staff in data management and monitoring, and evaluation.
  • Design, improve, and expand the project data collection and reporting tools to support the project's adherence to the donor reporting requirement.
  • Lead efforts to improve data use at all levels, through the development of dashboards, development of insightful data visualization to inform service delivery and activity programming
  • Provide project teams with pre-defined and customized indicator performance dashboards to help identify performance gaps and develop targeted improvement plans.
  • Support the development of the integration of information systems with existing MoH national health management information systems, and the e-OVC.
  • Support and monitor optimum functionality and automation of the data from the project data management system into the DATIM Platform.
  • Participate in the development of M&E activities workplans.
  • Work collaboratively with Sub-partners or Contractors to increase local capacity for the identification of data needs, data collection, analysis and communication of appropriate information.

Required Qualifications

  • Completed degree in public health, demography, epidemiology, sociology, biostatistics, statistics, computer science, information technology, engineering, or a related field.
  • At least five (5) years of relevant work experience in database design and management and relational database management experience.
  • Good knowledge and understanding of the Mozambique HIV AIDS response and its Health Management Information Systems.
  • Knowledge of DATIM, PEPFAR reporting systems, and DHIS2.
  • Proficiency in Data Visualization tools such as Power BI, tableau and others
  • Ability to analyze, interpret, and organize large amounts of data
  • Excellent communication skills to translate complex problems using non-technical terms
  • In-depth understanding of modern databases and information technologies
  • Excellent math, problem-solving, and analytical skills
  • Excellent time management skills and the ability to work towards meeting multiple deadlines simultaneously.
