Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local non-governmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning.

 

MCGL seeks a Finance and HR Officer to provide financial support for USAID program in East Jerusalem, the East Jerusalem Hospital Network (EJHN). EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza hospitals in East Jerusalem. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Finance and Admin Director.

 

The position will operate under the leadership of the EJHN Finance and Admin Director and will support management of finance and HR functions for the MCGL EJHN Project. This includes maintaining financial, accounting, and HR systems as required, ensuring the integrity and effective performance of office’s financial and HR operations. The Finance and HR Officer works closely with the project team to support accurate operational, financial, contractual, HR and administrative reporting to the management team and to agencies external to the project.

Responsibilities

  • Maintains, monitors, and disburses funds from the project bank account(s) per Jhpiego’s financial policies and procedures as outlined in the Jhpiego Finance and Accounting policies manual for country offices, QuickBooks Manual, Banking Policy, Procurement Policy, and any other policies 
  • Review, reconcile and monitor all project accounts, including operating accounts and petty cash operations involving cash advances.
  • Ensuring that documents are adequate and filed on a timely basis, proper accounting records are maintained and compatible with standard accounting practice, JHU/Jhpiego and donor guidelines etcetera.
  • Prepare the monthly financial reports and analysis by using adapted finance software (QuickBooks).
  • Use various software applications such as spreadsheets, relational databases, statistical packages, and graphic packages to assemble, manipulate, and format data and/or reports.
  • Support a detailed financial reporting and reimbursement process in accordance with Jhpiego's established financial system and donor requirements
  • Review sub-agreements, monitor grants payments and compliance to award terms and conditions
  • Support internal compliance reviews and external audit processes involving project transactions.
  • Performs physical verification of assets and inventory records with the administration team in line with donor requirements and Jhpiego’s accounting policies and procedures 
  • Prepare VAT report and maintain all records relating to VAT applications to donors, refundable VAT from authorities, suppliers, etc. regularly. 
  • Serve as a resource for non-finance staff on USG, JHU and Jhpiego rules and policy
  • Oversee all financial planning, budgeting and reporting for the project.
  • Provide advice to staff and supervisors on various HR policies
  • Review and update HR policies as per local laws and best practices in the international NGO community.
  • Support in the recruitment process including review of job descriptions, advertisements, screening of applications, interview and selection process, reference checks and contracting.
  • Compile payroll details every month and the changes
  • Ensure effective administration of the performance management processes including appraisals after probation period, performance improvement plan (PIP) mid-year and end of year appraisals
  • Coordinate training and development initiatives for staff.
  • Assist in the administration of HR Policies, addressing staff grievances and in handling disciplinary issues
  • Maintain up-to-date and confidential personnel records, ensuring all employee documentation is accurately recorded and stored in line with data protection regulations and company policies.
  • Support audits and internal reviews by ensuring HR files are complete, compliant, and easily accessible.
  • Provide leadership to the health & safety committee and ensure compliance with health and safety requirements
  • Provide support to staff in managing health insurance processes, including assisting with invoice submissions, reimbursement claims, and liaising with insurance providers to ensure timely and accurate processing of employee health benefits.
  • Coordinate the staff welfare initiatives and all staff events e.g. welfare association, staff recognition award, staff retreats, team building and meetings, wellness activities, HR initiatives
  • Responsible for drafting, processing and recording of all consultants and staff contracts
  • Other duties as assigned

Required Qualifications

  • Bachelor degree in Finance, Accounting or other relevant field to the position requirements.
  • At least five years of experience in financial management for large complex projects
  • Demonstrated experience in financial and HR management of international programs
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out.
  • Knowledge of USG cost principles, including USAID regulations, GAAP accounting rules and contract management
  • Proficiency in the use of financial software applications (QuickBooks), databases, spreadsheets, and/or word processing. Packages include: Microsoft Outlook, Access, Excel and Word.
  • Possess excellent interpersonal skills, integrity and demonstrated ability to handle professional situations with confidentiality and sensitivity. Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
