Overview

The Technical Manager will work under the supervision of the Country Program Manager. He/she will oversee and ensure the technical and methodological soundness of the project's Adolescent health, particularly youth aged 15 to 24 as well as nationwide but particularly in underserved (last mile) areas. He/she will support the efforts to increased use of condoms, particularly by young people aged 15to 24, and​ the greater acceptance of people living with HIV in society. This will result in improved access to condoms; the knowledge and attitudes of the target group about HIV/AIDS and sexuality improved; ​ the general public made aware of the rights of people living with HIV.

Responsibilities

Technical planning and coordination

  • Provide technical supervision, strategic direction and definition of project activities in their areas of expertise.
  • Work with the technical team to implement a system that guarantees the technical excellence of activities.
  • Lead the formulation of innovative approaches for scaling up targeted adolescent/HIV services.
  • Develop and/or update evidence-based training materials, standards, job aids, curricula and/or supervisory systems required for project implementation to meet the needs of the donor and the Ministry of Health

Resource development and capacity building

  • Provide mentoring and capacity building at individual and organizational levels.

Quality of interventions and technical accountability

  • Develop and submit quarterly activity report on time to CPM.
  • Provide data-driven technical feedback to improve intervention quality.
  • Participate in performance reviews to inform strategic decisions based on technical results.
  • Participating in periodic review meetings

Required Qualifications

  • Master degree or equivalent in management or Human Sciences (Public Health / Socio-Anthropology/Psychology/...) in a similar field
  • More than 8 years of experience of professional experience from first job after completion of training in a similar field.
  • Knowledge of Adolescent/HIV services
  • Mastery of national and international standards and protocols: WHO guidelines, PEPFAR, UNAIDS, etc.
  • Good understanding of the objectives of the PEPFAR program in Cameroon.
  • Knowledge of PEPFAR administration, management and reporting procedures and systems.
  • Mastery of organizational and individual capacity building.
  • Management experience (team leader, project manager)
  • Excellent diplomatic skills and proven ability to establish and maintain interpersonal and professional relationships with donors and representatives of other key stakeholders such as NGOs and the private sector.
  • Ability to document project results, ensure the quality of data collected and analyze performance.
  • Excellent oral and written communication and presentation skills in French and English.
  • Strong physical stamina is required to perform management tasks and actively participate in project site activities.
