Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development family planning, malaria, and IPC/WASH. 

 

The RISE project supports countries to respond to the HIV epidemic and COVID-19 pandemic by providing technical assistance, service delivery, research, and cross-cutting health system innovations. RISE partners with ministries of health, local stakeholders, and nongovernmental organizations in more than 25 countries around the world to advance strategic and policy objectives to control the transmission of HIV and COVID-19. Working across the HIV prevention, care, and treatment cascade, RISE bridges country-led efforts to reach the UNAIDS 95-95-95 goals by 2030. To address the COVID-19 pandemic, RISE provides short-term, emergency response aid, alongside longer-term health systems strengthening, to achieve pandemic preparedness. Targeted technical assistance includes strengthening health information systems, human resources for health, supply chain, and health financing. 

 

The role:

 

The Transport Manager is responsible for overseeing Jhpiego Eswatini’s vehicle fleet and transport operations, ensuring efficient, compliant, and safe usage of vehicles in support of program activities. This includes supervising drivers, managing vehicle scheduling, monitoring maintenance and fuel usage, and ensuring adherence to transport policies and donor regulations.

Responsibilities

  • Manage, assign and coordinate vehicle allocation, dispatch, and daily usage.
  • Oversee and carry out monthly routine vehicle inspections, servicing schedules, repairs, and roadworthiness compliance.
  • Maintain up-to-date reports on vehicle performance, fuel consumption, and service records.
  • Submit to the Project Finance and Operations Director accurate monthly vehicles services, repair & maintenances cost report by 6th day of each month for the review before sending to the Senior Management Team (SMT)
  • Ensure that all vehicles are insured, registered, road worthy, have valid stickers and observe new legislations.
  • Ensure accident reports are immediately sent to project finance and administration director and required documentation submitted to the Insurance Company on time for claim process.
  • Lead incident/accident reporting and insurance claim processes.
  • Train and supervise drivers, ensuring SOP compliance for vehicle and fuel use.
  • Identify training needs and build capacity within the transport team.
  • Ensure proper use and reconciliation of fuel cards.
  • Track and provide accurate monthly vehicle inspection reports.
  • Submit to the Finance and Operations Director accurate monthly vehicles services, repair & maintenances cost report by 6th day of each month for the review before sending to the Senior Management Team (SMT)
  • Develop transport management related checklist to be used for reference when managing the vehicles, fuel cards and drivers’ behaviour.
  • Develop, manage, and maintain a risk matrix/register for transport related risks and ensure risk mitigation action plans are implemented in time.
  • Perform any other duties assigned by the supervisor(s) for the efficient, effective, and economic use of office and non-office vehicles and fuel cards.

Required Qualifications

  • Bachelor’s degree in Logistics, Transport Management, Business Administration, or related field
  • Minimum 6-7 years’ work experience in transport management at managerial level
  • Min 4 years in a USG funded organization in international development or related.
  • Have a valid driving license of more than four years. A professional Drivers licence is an added advantage.
  • Knowledge of applicable local laws, regulations, rules, policies, and procedures, related to transportation and fleet management.
  • Knowledge of occupational hazards and safety precautions.
  • Knowledge of supervisory methods and techniques
  • Skills in supervising, evaluating, training and motivating others.
  • Skills in scheduling and prioritizing manpower and projects
  • Proved experience in resolving day-to-day problems related to transportation and fleet management.
  • Ability to communicate effectively in English both orally and in writing.
  • Ability to establish and maintain effective working relationships with internal and external customers those contacted during work.
  • Must be flexible i.e., Willing to work in evenings, weekends, and public holiday (when needed)
  • Planning and negotiation skills required
  • Good level of computer literacy, conversant with all Microsoft products; preferably experience with fleet management software systems.
