Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. 

Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development family planning, malaria, and IPC/WASH. 

The RISE project supports countries to respond to the HIV epidemic and COVID-19 pandemic by providing technical assistance, service delivery, research, and cross-cutting health system innovations. RISE partners with ministries of health, local stakeholders, and nongovernmental organizations in more than 25 countries around the world to advance strategic and policy objectives to control the transmission of HIV and COVID-19. Working across the HIV prevention, care, and treatment cascade, RISE bridges country-led efforts to reach the UNAIDS 95-95-95 goals by 2030. To address the COVID-19 pandemic, RISE provides short-term, emergency response aid, alongside longer-term health systems strengthening, to achieve pandemic preparedness. Targeted technical assistance includes strengthening health information systems, human resources for health, supply chain, and health financing. 

In Eswatini, RISE will work with the government at the national level to improve coordination, including developing national guidelines and support human resources for health (HRH). At regional levels RISE will work to strengthen capacity to oversee HIV services in their regions. RISE will also support and partner with local organizations to 1) provide technical support and oversight for comprehensive HIV programming aimed to attain & sustain 95-95-95, prevent new infections and reach all populations for epidemic control, 2) Provide high-quality, life-saving clinical services for HIV throughout the entire continuum of care, including HIV testing, linking to treatment, ensuring retention in care. 3) Life-saving activities related to adolescent girls and young women and children  

Responsibilities

The project is seeking a technical start up consultant to support the project’s start up in Eswatini for a period of one month. 

Reports to: Project Director 

Location: Eswatini 

Time Period: June 30-July 25, 2025 

Scope of Work: 

  • In collaboration with the Jhpiego Technical Directors, Jhpiego’s start-up team and RISE Global Team, provide technical inputs to the project design during start up for the RISE Eswatini project focused on HIV life saving interventions 
  • In collaboration with the RISE global team and Jhpiego MEL consultant review and provide inputs to the targets assigned at different service levels (regional, cluster/zonal and tinkhundla levels)  
  • Conduct consultation meetings with donor (US State Department), MOH, national partners, private sector, stakeholders, and partners (as required) to support collaboration to ensure project and workplan is aligned and responsive to the needs of Eswatini 
  • Provide inputs and support the technical design and implementation approaches for the project aimed to integrate HIV into PHC to improve availability of life saving interventions with activities aimed to meet targets and ensure fidelity of high-quality technical approaches 
  • In collaboration with the Jhpiego MEL Consultant, define measures of success for each technical areas ( prevention of mother to child transmission,  pediatric care and treatment, adult care and treatment, CECAP, community programming, prevention (PrEP for pregnant and breastfeeding women), MEL, Supply Chain, Laboratory) and recommend strategies and activities to include in the workplan   
  • Support development (design and writing) and provide overall technical review for the RISE Eswatini workplan included PMP 
  • Provide budget inputs aligned with the technical activity requirements from the workplan to the Jhpiego Finance and Operations Manager 
  • Provide technical review of the partners scope of works and related subaward documents in relation to technical activities, targets and technical reporting requirements 
  • Develop required technical implementation SOPs and requirements for smooth and high quality implementation aligned with workplan activities 
  • Provide inputs to the Jhpiego Technical Director on the needed technical staffing pattern to meet needs for ongoing technical support for the RISE Eswatini project 
  • Review Job Descriptions for the technical positions to be hired for the RISE Eswatini project 
  • Participate in interviews as a subject matter expert for hiring of technical positions for the RISE Project.  
  • Alongside the Jhpiego MEL consultant, ensure RISE technical and SI teams have an understanding of all PEPFAR reportable indicators  and targets 
  • Develop technical orientation, training and roll-out on new hire processes for RISE Eswatini technical team

Required Qualifications

  • Advanced degree in a relevant field such as infectious disease or tropical medicine; public health; applied or field epidemiology;  
  • Minimum of 7 years of experience in a senior role managing large, complex, and integrated programs of similar scope, preferably in HIV/TB in public and private facilities, local government institutions systems strengthening, developing, and capacitating local organizations in Eswatini  
  • Proven ability to work collaboratively with government, donors, the private sector, various ministries, development partners, community organizations, research organizations, and academic institutions to advance health objectives. 
  • Previous experience working in Eswatini with intimate understanding of local healthcare system, government system, and gaps and opportunities in the above-mentioned technical areas, and preferably with established relationships with relevant Eswatini stakeholders. 
  • Previous experience working on PEPFAR-funded projects 
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up  
  • Ability to travel nationally
