Overview

The Provincial M&E and Quality Advisor will be responsible for leading and supporting the implementation of high-quality monitoring, evaluation, data quality assurance systems and quality improvement for health and/or social sector programs. The role ensures timely and accurate data collection, validation, analysis, reporting, and use to inform program performance and strategic decision-making.

The manager will work closely with program, clinical, and OCB teams to strengthen M&E frameworks, enhance capacity, and promote a culture of data use and accountability at all levels.

 The manager will lead monitoring and evaluation, data quality assurance, and continuous quality improvement (CQI) efforts for OVC services at provincial level. They will ensure accurate data collection, analysis, and use, while supporting OCB and LIPs and government partners to improve program performance and service quality.

Responsibilities

  • Data Quality Assurance (DQA): 
  • Lead the implementation of data quality assurance (DQA) strategies in accordance with donor (PEPFAR) and Ministry of Health (MoH) standards.
  • Conduct regular data verification and validation exercises at facility and community levels.
  • Identify data discrepancies and work with program teams to develop and monitor data quality improvement plans (DQIPs).
  • Ensure consistent use of standardized registers, tools, and electronic systems (e.g., DHIS2, OpenMRS, or P Tracker).

  • Monitoring and Evaluation Systems 
  • Develop and update M&E plans aligned with project results frameworks, logical models, and donor performance monitoring plans.
  • Design, revise, and implement monitoring tools to track program outputs, outcomes, and impact.
  • Support data collection and reporting of PEPFAR MER indicators (e.g., OVC_SERV, OVC_HIVSTAT, HTS_TST, TX_NEW), and MoH program-specific.

  • Data Analysis and Use: 
  • Lead data analysis, visualization, and interpretation to identify trends, gaps, and opportunities for program improvement.
  • Facilitate monthly and quarterly data review meetings with program and technical teams.
  • Build capacity of staff and partners on data use for decision-making and evidence-based planning.

  • Capacity Building and Supervision: 
  • Provide technical mentorship and on-the-job training for OCB M&E officers and data clerks.
  • Conduct regular supportive supervision visits to strengthen M&E practices at facility and community levels.
  • Promote the use of dashboards, scorecards, and data summaries among OCB teams.

  • Reporting and Documentations 
  • Support the preparation and submission of monthly, quarterly, and annual reports to donors and stakeholders, ensuring accuracy and timeliness.
  • Contribute to evaluations, operational research, and success stories documentation.
  • Maintain organized databases and data repositories for internal and external reporting.
  •  
  • Lead implementation of M&E plans and ensure alignment with PEPFAR MER indicators (e.g., OVC_SERV, OVC_HIVSTAT).
  • Conduct regular data quality assessments (DQAs) and support corrective action planning.
  • Train and mentor LIP staff, case workers, and M&E officers on data collection tools and data use.
  • Monitor key program indicators and facilitate data-driven performance reviews.
  • Support implementation of quality improvement (QI) initiatives at community and facility level.
  • Collaborate with health and social sectors to ensure integration and accurate reporting of service linkages.
  • Contribute to quarterly reports, success stories, and routine data analysis products

 

Required Qualifications

  • Bachelor’s degree and 6 to 7 years of progressively responsible and directly relevant experience required; advanced degree preferred.
  • Experience in M&E, with a focus on data quality, quality Improvement and health or social programs.
  • Experience working with PEPFAR, Global Fund, or other major donors is highly desirable.
  • Familiarity with MoH/PEPFAR M&E systems (SIS-MA, DHIS2, ePTS, OpenMRS, etc.) and community-based M&E tools.
  • Strong skills in data management, analysis (Excel, SPSS, STATA, Power BI), and presentation.
  • Experience in implementing data quality assessments (DQAs), M&E frameworks, Quality Improvement and indicator tracking.
  • Ability to build capacity, mentor teams, and coordinate with multiple stakeholders.
  • Fluent in Portuguese; proficiency in English and local languages is a plus.
  • Willingness to travel frequently to project implementation areas
