Overview

Grants Manager will be responsible for ensuring the efficient, transparent and compliant management of sub-agreements signed with Local Implementing Partners (LIPs). The GM will be responsible for monitoring the entire cycle of sub-agreements. Oversee and ensure compliance with Jhpiego and donor policies. This includes overall responsibility for budget management, including developing budgets and budget reporting, and managing and monitoring program expenses

Responsibilities

  • Overall responsibility for managing sub-awardees, in collaboration with relevant technical personnel, according to the policies in Jhpiego’s sub-grants manual.
  • Monitoring the technical and financial implementation of sub-agreements, ensuring compliance with internal and donor regulations.
  • Carry out periodic field visits to check on the progress of activities, use of funds and achievement of targets.
  • Organize training sessions and technical support for LIPs in project management, accountability, procurement and compliance.
  • Analysing the LIPs' technical and financial reports and issuing quality opinions and recommendations.
  • Supporting internal and external audits related to the sub-agreements.
  • Maintaining an up-to-date and accessible physical and digital filing system.
  • Produce periodic progress and risk reports for Program Management.
  • Mentoring LIPs and providing technical advice and capacity development to plan, implement, monitor and report on grants awarded.
  • Continuously review the accounting procedures, internal controls and financial reports of each organization, perform financial risk assessments and establish risk mitigation plans.
  • Lead efforts to ensure program partners comply with financial policies and regulations. Capacity building and training of sub-awardees to educate them on key award and budgetary policies and standard operating procedures.
  • Follow up on resolution of findings from audits, on-site visits and desk reviews with LIP staff.
  • Ensure timely submission of sub grantees financial reports.
  • Track and manage invoices and expenses into the Grants management trackers and prepare payment routing documents
  • Monitor expenditure against the budget and provide recommendations for budget alignment
  • Assist with preparation of reports related to sub-grantees.
  • Oversee proper procurement procedures to ensure policies are followed, as outlined in Jhpiego’s Field Finance Manual, Procurement Manual and QuickBooks Manual.

Required Qualifications

  • University degree in Business Administration, Accounting, Economics, Project Management, Social Sciences or related field;
  • Bachelor’s degree and 6 to 7 years of progressively responsible and directly relevant experience required; advanced degree preferred;
  • Experience in managing sub-agreements, grants or partnerships with civil society organizations, preferably in NGOs;
  • Working knowledge of international donor requirements;
  • Knowledge in the use of financial software applications, databases; spreadsheets;
  • Strong financial and accounting skills;
  • Knowledge of Donor cost principles;
  • Demonstrated knowledge and skills in QuickBooks and excel;
  • Familiarity with NGO and donor supported projects;
  • Proficiency in Microsoft Office software applications;
  • Demonstrated ability to effectively manage several major activities simultaneously;
  • Ability to prioritize and organize workload;
  • Strong interpersonal, writing, and oral communication and presentation skills
  • Must be cooperative, hardworking, flexible, and dependable
  • Strong analytical skills
  • Ability to work independently in an unstructured environment, as well as with a team
