Overview

The M&E Start-Up Consultant will play a critical role in establishing and optimizing the Monitoring and Evaluation (M&E) systems for the RISE project in eSwatini. This position is responsible for conducting a comprehensive assessment of existing M&E frameworks, collaborating closely with key stakeholders, and proposing efficient M&E staffing and support structures to enhance data management and reporting capabilities, particularly to fulfill all the reporting requirements.

Responsibilities

  1. M&E System Assessment:

    • Conduct rapid assessment of the Ministry of Health’s (MOH) existing HIV/AIDS M&E system, including data management, analytics, reporting, and data use.

    • Evaluate the national Electronic Medical Records (EMR) system—determine its network status and data transmission processes.

    • Identify community-based reporting systems and compliance requirements.

    • Obtain electronic versions of existing data collection and reporting tools for key program areas including HIV testing, linkage to care, ART/Care and treatment, adherence support, VLS, PMTCT, EID, IIT/RTT, and TB.

  2. Stakeholder Engagement:

    • Engage with the MOH Strategic Information department to understand current capabilities and needs.

    • Consult with partners to evaluate their community service models, M&E capabilities, and support needs for data management and reporting.

  3. Staffing Structure Development:

    • Propose an M&E staffing structure for both the home office and field operations

    • Assess and determine appropriate staffing patterns based on the geographic distribution and size of facilities (large, medium, small), taking into account travel distances and site-specific data needs.

  4. Reporting and Visualisation:

    • Develop a slide deck summarizing the MOH HIV/AIDS M&E system, with a particular focus on data flow and the specific needs of implementing partners at facility level.

    • Propose an organisational chart clearly delineating roles and responsibilities required to effectively support field and office M&E functions.

  5. Tools and Automation:

    • Review and recommend clinical mentorship and Quality Improvement (QI) tracking tools and systematic methods.

Required Qualifications

  • At least 8-10 years expereince with successful field implementation and management of M&E programs in public, private or NGO sector
  • Advanced degree in public health, demography, statistics, social sciences or related field or equivalent experience
  • Advanced knowledge and experience in Monitoring and Evaluation systems within health-related projects.

  • Proficiency in data management tools such as DHIS2, PowerBI, and EMR systems.

  • Experience in engaging and collaborating with governmental and non-governmental health stakeholders.

  • Strong analytical skills, with the ability to conduct comprehensive system assessments and propose practical solutions.

  • Previous experience in designing organizational structures and staffing models to support complex M&E operations.

  • Excellent communication skills, with the ability to synthesize complex information into clear presentations and reports.
