Overview

The Senior Program Officer (SPO) – Coordination & Logistics plays a central role in aligning and harmonizing efforts across Jhpiego’s Reaching Impact, Saturation and Epidemic (RISE) project and FHI 360’s Meeting Targets and Maintaining Epidemic Control (EpiC) project to support community HIV services in Iringa, Morogoro and Njombe regions. The SPO is responsible for ensuring cohesive implementation, coordination, and communication across all project components—particularly those requiring cross-cutting action, partner alignment, and shared logistics. The SPO acts as the custodian of the partnership principles, facilitates timely resolution of implementation challenges, and ensures joint communication is clear, accurate, and action oriented. The position also serves as the knowledge management champion, supporting documentation, learning, and reporting. The SPO collaborates closely with the RISE Project Management Team (PMT) to facilitate operational and cross-cutting support to ensure efficient, responsive, and impactful programming.

Responsibilities

  • Serves as the focal point for implementation of RISE-EpiC partnership principles, ensuring clear and consistent communication of expectations, deliverables, and decisions.
  • Manages high-level communication with EpiC, USAID, PEPFAR, MOH, PORALG and RISE core team ensuring follow-through and accountability for agreed decisions and timelines.
  • Handles all official project correspondence, ensuring incoming letters and email requests are responded to, and properly routed for action.
  • Tracks emerging implementation issues, routes them appropriately, and escalates decisions to the PMT for resolution, ensuring timely feedback is shared with relevant parties.
  • Coordinates the adoption, tracking, and updating of country-level Objectives and Key Results (OKRs), assigning responsibilities and accountability for performance monitoring.
  • Leads project knowledge management efforts to ensure timely documentation and storage of project reports, minutes, letters and other products on relevant project repositories.
  • Identifies and supports development of project learning materials, including donor briefs, social media content, conference abstracts, case studies, and manuscripts.
  • Coordinates logistical and operational issues, especially those requiring coordination across finance, procurement, transport, and administration, to ensure a timely response and resolution.
  • Collaborates with technical, M&E, and finance teams to ensure integrated planning and timely tracking of project performance indicators and expenditures.
  • Perform other duties assigned from time to time by the supervisor.

Required Qualifications

  • Master’s degree in public health, Public Administration, Project Management or a related field.
  • At least 5 years of progressive experience in management support, program coordination or project management in a donor-funded health program, preferably with USAID/PEPFAR.
  • Proven experience in partnership management and high-level stakeholder engagement.
  • Demonstrated ability to manage complex operational workflows and cross-functional communication.
  • Strong documentation and writing skills, including reporting and technical writing.
  • Excellent command of Microsoft Office applications, particularly SharePoint, Word, Excel, and PowerPoint.
  • Fluency in English and Kiswahili, both written and spoken.

Preferred Qualifications

  • Ability to establish and maintain effective working relationships with internal and external customers those contacted during work.
  • Planning and negotiation skills required
  • Good level of computer literacy, conversant with all Microsoft products
